Someone I know did a very similar thing to get there ER visa, under the so called proposed age.
Show them the $$$$.

Not doubting you Andy but I have heard "Someone I know" or "I heard a guy that.." so many times since this all started and it is never proven/
Until someone on this forum or on TOF actually reports on something that they have actually done I will never believe any of these Chinese whispers.
For my own sanity, although I have just renewed mine so I should not care!

Someone has reported that they have done this successfully about a week ago. No reason to doubt them. As per request of the Original Post, I can confirm that I applied for an ER Visa extension to replace my currently expiring EB Visa.
Application was submitted to agency in Siem Reap on Oct.4, 2017.
I received my passport today (Oct. 12, 2017) with my ER Visa extension for 12 months included. All good.!!
Note that I am 61 years old.
I submitted my passport, along with a photo (which was returned with my passport), a copy of my account balance at a local bank (not hard to setup a bank account), and a copy of a letter confirming that I am retired. This letter was written by me and was not issued by any government office.
The text of the letter is as follows:

DATE: 03-10-2017
To Whom It May Concern:
This letter is to confirm that I, xxxxxxxxxxxx, am not employed or working and am currently retired.

I would like to be issued with a 12 month ER Visa.
My current finances are as follows:
I receive a monthly income of $1800 USD per month from a self managed retirement fund.

So, if you are old enough (I have no idea what the "official" retirement age is) and have enough cash in a local bank, it seems that it is not a problem to get a retirement visa for 12 months. At least, it worked for me.

He is the right age (61) and there is no mention of extra $$$, as Andy has said that this person he knows of is under the ER age.

For now if you can prove the income of some sort, it may work for some. For how long it is anyone's guess. I would be apprehensive to do so until there is a law or written guidelines.

I have heard 45, 50, 55, 60, 72. Personally, I can testify that this year I got an ER visa when aged between 50-55. This does not mean that it will be the same next year. This was before Sept/Oct 2017 and the announcement of tighter restrictions for visa extensions.
Also, until now, there have never been any questions about money or income or anything at all. But, this could change too.

The agencies in SHV are saying 56 retirement age.

Some are saying this, some are saying that. Try a different agency.
In Sihanoukville, ANA were saying 60. I went to Mottah Travel. No problem.

I just received my ER visa. I used to have an EB visa. I am nearly 60 years old. The only documents that were required was my passport and I had to sign a Paper that was written in Cambodian stating that I was changing my visa to an ER visa. I signed and got my thumb print on the page too. That was the most painful part, having a blue inked thumb. I paid $292.00 dollars. No problems at all.
