There is also an unresolved rubbish problem in Banlung at the central marketplace. Since March 2017, authorities are unable to agree who should pay for removing the rubbish.
It seems this dispute is connected to a decree signed by the Cambodian PM in December 2016 allowing very small market vendors to be exempt from paying any market fees at all to the local authorities.

The local authorities are not happy with the loss of revenue, so they are not paying for rubbish removal for unlicensed vendors.

Police’s criticism of Ratanakkiri garbage removed from Facebook

- A Sunday post on the National Police Facebook page that was removed yesterday uncharacteristically criticised Ratanakkiri officials for allegedly allowing “mountains” of trash to build up at a Banlung market, and even accused the market owner of taking vendor fees that were banned.

The post, written like a news article, showed three photos of large piles of garbage outside a market in the provincial capital of Banlung, and questioned the province’s commitment to the government’s tourism campaign called “Clean City, Good Service”.

“The word ‘Clean City, Good Service’ is just a slogan to the Ratanakkiri provincial authority, because a mound of smelly garbage in front of the market continues to [grow] like a mountain,” the post reads.
It went on to say that the garbage had been accumulating in a public park since March, and accused provincial authorities of failing to follow through on promises to clean it up.

In the article, Banlung town Governor Ngin Nel said the city was attempting to resolve the trash situation. When reached yesterday, he said he was too busy to comment on the National Police post.

The article also took aim at local businessman Sa Leang, who runs the market, alleging that he was collecting fees from small vendors outside, a practice outlawed by Prime Minister HE last year...

Banlung, Rattanakiri.
"Mountains of trash" are indeed piling up in the heart of Banlung city in the main market square as the dispute continues between local authorities, the market owner, and the garbage collection company. The authorities say that there has been no rubbish collection at all at the market in the past 10 days.
Banlung market is a very big local market where many vendors come from the countryside outside of the city to sell their wares. The situation has been made worse by the Pchum Ben holidays because the garbage collectors were not available to work.
The current Banlung garbage collection company, Kim Chrea Company, has often been criticized by local residents as corrupt and inefficient.

Poor Cambodia. Residents of Banlung are becoming increasingly angry about the lack of waste removal and treatment in the city.
The market is still a tip, and residents say that the garbage company is not collecting their rubbish on the roadside either.

And the two small picturesque lakes within the city boundaries are turning into stagnating cesspools as waste is being dumped into them directly without treatment. Pictured is one of these lakes with a restaurant over-looking the water where you can hire peddle-boats.

The other lake is a popular hotel and restaurant area, but rumours have abounded for years about the hospital waste being ejected directly into the water. When the dry season comes, parts of the lake dry up, revealing unsavory remains of garbage.
