PHNOM PENH. The clampdown on illegal immigration continues with four more Nigerians arrested in Phnom Penh on Wednesday, 16 August, 2017 at 8:30 am.Two among them had expired visas and no passports, the other two were living in Cambodia illegally. All were questioned and dispatched to Immigration Department for further custody.

So they had expired visas but no passport to put them in? Surely they were living in Cambodia illegally, too?

It probably means that 2 of them didn't have their passports with them, but do have passports.
