Drunk Chinese man arrested after crashing into motorbike; Sihanoukville
31 July 2017.
A Chinese man, identified as CHAU LUNG aged 24, was arrested after an accident which occurred at 9:45pm on National Rd 4 leaving Sihanoukville in direction of Phnom Penh.
He was driving a Toyota Highlander when he crashed into a Honda Dream motorbike carrying two people, who were seriously hurt.
Chau Lung was arrested by police and tested positive for DUI with .68.
The two victims were taken to Sihanoukville Friendship Clinic and the driver of the Highlander was detained for questioning by police.

me thinks there's something wrong with that meter if it's testing for booze (breathalyzer). a reading of 0.68 would be just a wee bit past dead if one is to believe what's reported on the internets....

Not if it is measured the European way. The legal limit in Germany is 0.5, 0.868 would be 2-3 beers.

Blood alcohol and breath alcohol are two different things, and different units are used in different countries.
1/100 g/mL = 1 g/dL = 9.43 mg/g = 217.4 mmol/L = 10 permille = 0.1 basis points.
Guessing the meter is mg/g.
In England and Wales the legal limit is 350 microgrammes of alcohol per litre of breath or 0.08% blood alcohol.
