Is tipping bar/restaurant staff by Cambodian people the norm in Cambodia ?, or is it an imported custom mainly for tourists ?

Tipping is like charity. People should be given a fairer more level economic field to not have to beg tips from wealthy people..

It's not normal in bog-standard pork & rice places, but it is in any of the more salubrious establishments. We typically kick in 1,000r to whichever waiter served us the most in a pork and rice joint, it's enough to be worth putting in the pocket, not enough to be embarrassing to anyone.

usually give them the change if its a dollar or less, or leave that much out of the change, its not very often i leave and take all the change unless i need the money to get a moto/tuk tuk

I once saw a Riverside Bistro waitress refuse a 500 riel tip. I'd say a 1000 riel tip in any Western-oriented place is inappropriate.
You'll notice that at the better run Western establishments, the staff will give you change in such a way that makes it easier to tip them appropriately. Like if your meal costs $4.75 at Freebird and you hand over a $10 bill, they're almost certainly going to hand you five one dollar bills and 1000 riel.
At a pork and rice place the guy will probably just give you a $5 bill and 1000 riel. Then it's fair to give him a 1000 riel tip.
