plus you cant get a work permit without an employer so the systems fucked anyway lol
luckily ive got a new passport with only 2 extensions in it

I'm not sure how this change in visas is going to work.There must be thousands of expats in Cambodia who previously had "business" visas who have never worked in Cambodia.
And for the last couple of years, the 'business" E-visa became an "ordinary" visa, so how can they hit you for being "ordinary"?
If you are not working and have never worked, I'd just hang loose and see what happens. If you get a WP, then officially you are acknowledging that you are working, even if you are not.
It's hard to know what the future regulations will be, but atm I would be cautious about getting a WP if you are not, and don't plan to, work in Cambodia. Once you are registered with a WP, it may be difficult to back-pedal.
One way out might be to apply for an ER retirement visa. For the moment, AFAIK, there are no restrictions on the ER visa extensions - no age, no money, no proof of retirement - even if that will come later - but esp. no need for a WP.
[Btw if anyone has concrete information that there is an age limit for ER visas, then please post. So far, there are some rumours that you must be 50+ or 60+, but I haven't seen anything in writing or heard this from a reliable source.]
However, for anyone working or running a business without a permit, especially if you have previous E-visas in your passport, I'd get your WP NOW while there's an amnesty. It will save you lots of future hassle and also $$$.
[All the above is just IMO, based on what I've read and personal experience. No inside info. I'm guessing as much as anyone else. ]

i would think, note not sure, that if they issue you an extension and later on they require more documentation, they can ask you to provide it and if u cant, u would need get a different extension, ( i would think they wouldn't bother u until the next year) but they cant do anything to you ( fine) as they issued the extension to you.

@anchormoy... Not that it really matters, but The E-type visa has been called an Ordinary Visa for at least 7 years, however it is still often referred to as a Business Visa by officials and also in the latest sub-decree on Immigration.

That has been my experience too. I still need to meet someone who knows about ER extensions. It seems to be the same as with the "residence permit". Cambodian regulations even going back to 1993 incessantly mention their existence, but nobody has ever seen one.
