The man who did this was convicted today at Phnom Penh Court of First Instance and will be sentenced on 1 Feburary for neglect and injuries to others according to section 83 and article 85 of the Law on Road Traffic.

Any persons, who drive without care and attention or in violation of the obligations as required by the road traffic law, resulting in injuries to others and the victims being not able to work for eight or more days following the date of the incident, shall be subject to being imprisoned from six months to two years and
being fined from Riel 2,000,000 to Riel 10,000,000, and may be subject to one or more additional penalties as stipulated in Article 53 (categories of additional penalties) of the penal code.

The above offenses shall be subject to being imprisoned from one to three years
and being fined from Riel 4,000,000 to Riel 15,000,000 should they be committed
in any of the following cases:

a. driving without a driving license or with a driving license inappropriate to the
type of the vehicle,
b. driving the under influence with alcoholic rate of 0.40mg or more per liter of
air, or 0.80g or more per liter of blood,
c. resulting in injuries to numerous people,
d. escaping from the accident scene to avoid being held responsible,

Additional penalties, which may be imposed against the offenses as stipulated in this Article, shall include:

1. Offenders being banned from doing their business permanently, or for up to
five years, should the offenses be committed whilst the business is being
operated or during the period of business;
2. Offenders being banned from driving any vehicle for up to five years;
3. Suspension of driving license for up to five years;
4. Public display/dissemination of the punishment decision for up to two
months;
5. Publishing punishment decision in newspapers;
6. Publishing punishment decision through all audio-visual telecommunications
means for up to eight days.

In some other reported accidents the police s have dropped the charges if the driver comes to an agreement with the families of the deceased, ususally something around $3000 for a death. Not sure if that can happen now but it would be terrible if he got off.

It looks like he already has. It's a great country, you can stab someone to death and get 5 years, but get 30 for being caught with drugs. Driving like a lunatic and killing 3 people barely registers for a slap on the wrist.

I think the issue is that Cambodian law is based on compensation so if you compensate someone for the perceived wrong you can drop the complaint and in most cases there is no compulsory police prosecution. In the developed world prosecutions are done by the police and the victim has no choice in the matter for things like murder, family violence and so on. The victim may also get compendation of some sort. Victims can only let people off in civil cases.
In a poor country it is better to get a few thousand dollars for the loss of the main breadwinner than see the perpetrator go to jail and get nothing to feed the family with. $3000 dollars isclose to what many poor Cambodians could earn in 3 years

While I understand what you are getting at, $3000 is a paltry amount compared to how much it costs to raise a child to adulthood, and nothing compared to how much a reasonably successful adult will earn over their working life. Nobody has suggested that these victims were on $3 a day either. $3000 is throwaway money to a rich person. I'm surprised there aren't more rich Cambodians just running over people for fun when they don't have to face any real consequences. It's a disgusting situation, that twat who ran over all those people just to escape paying for a prang should be looking at 20+.

I don't disagree. but the families need some compensation to live on. Ideally he should have his assets seized and used for compensation and do 20+. maybe a process for seizing vehicles for serious offences like jumping red lights or drink driving where there is no accident, auctioning them off and using the proceeds as a compensation fund for victims of bad driving. They could even throw in vehicles confiscated for drug running and illegal wood transport. That would be a big deterrent if the police enforced it and provide some measure of financial support for victims and their families.

For the killing of three people, kids actually, he should be doing time and paying through the nose.

For all the morons on Monivong, and Nordordam, and the piglets trying to stick their hands in my pocket when I drive there, I take the back streets at a much slower pace.

Hit and run driver who killed three sentenced
2 Feburary 2018
A man who killed three people in a hit-and-run crash last March – and then was beaten into a coma by a mob – was sentenced to three years in prison yesterday.
Phnom Penh Municipal Court Judge Nou Veasna also ordered Meas Sokheng, 30, to pay a $2,500 fine and $40,000 to the families of the three dead and one of the injured.
Three years is the maximum sentence for Sokheng’s charges, although Veasna suspended one year of the sentence. Sokheng has already spent 10 months in prison.

Sokheng was charged last year with “careless driving” after he tried to flee a minor collision and knocked over several motorcyclists as he sped the wrong way up Monivong Boulevard, killing a family of three and injuring eight more.

A mob, captured on video, quickly caught up to and brutally beat Sokheng into a coma and tried to set his car on fire.

At his trial in December, Sokheng appeared to have cognitive difficulties and was unable to recall even basic information such as his date of birth and where he lives...
