Local media in Mondulkiri province have accused established businessmen of being involved with logging in Phnom Prich Wildlife Sanctuary.

Online newspaper Nokor Dragon said illegal logging became rampant in the national reserve, and claimed local tycoons Oeng Bunchin, San Choy, and Srieng Meng mobilized people to cut trees in the protected area for them to be sold over to Soeng Sam Ol’s Master K Sun company.

Reports also stated Mondulkiri provincial authorities turned a blind eye on such illegal activities, and were receiving bribes from the logging operations. ​Mr Sam Ol allegedly transported the logs to Vietnam using trucks with removed license plates.

On 9 July 2019, Soeng Sam Ol was arrested at last, a year and a half after journalists, local NGOs and conservation officials, and even HE himself publicly named and shamed Sam Ol for illegal logging in Mondulkiri province and trafficking timber to Vietnam.
Some other powerful businessmen have been named as the instigators of the illegal timber traffic in the region and Mondulkiri politicians are known to be taking their cut in the trade. More arrests would show that the government has serious intentions to put a stop to this traffic.

Tycoon arrested over illegal logging
The National Committee for Forest Crime Prevention yesterday arrested well-known timber trader Soeng Sam Ol and confiscated dozens of heavy vehicles and illegal timber following a crackdown on a large-scale illegal logging operation in Mondulkiri province.

NCFCP spokesman Brigadier General Eng Hy yesterday said more than 40 trucks allegedly used to transport illegal timber by Mr Sam Ol were confiscated.

“We arrested four people, including tycoon Soeng Sam Ol,” he said. “We confiscated more than 40 trucks. We will make a request to our superiors to have them destroyed.”

The National Military Police yesterday said in a statement that Mr Sam Ol was arrested along with two managers and a driver.

Sen Monorom, Cambodia News: The Phnom Penh Post (Khmer) has reported that officials from five departments were called in for questioning by the Royal Gendarmerie of Mondulkiri yesterday, from the morning of July 13 until that same evening, and then were allowed to return home.

The sources said that the five officials included Song Kheang, director of Mondolkiri Provincial Department of Agriculture, Keo Sopheak, Mondulkiri Provincial Department of Environment, Mr. Oum Vann Sopheak, Chief of Forestry Administration, Pen Phet, Director of Wildlife Sanctuary, and Mr. Hans Khorn, Director of Phnom Prame Wildlife Sanctuary.

These interrogations of local Mondulkiri officials follow the arrest of Soeng Sam Ol on 9 July 2019 for illegal timber trade with Vietnam.

15 July 2019
Mr Sam Ol was arrested by military police on July 8, along with two of his managers. Police initially detained Mr Sam Ol’s driver, but he was released after a period of questioning. Dozens of heavy vehicles were seized by the authorities.

Mr Sam Ol and his managers were charged on Friday by the provincial court with four counts of forestry crimes. If convicted, they face a five-year sentence each and a fine of up to about $25,000.

Three Forestry Officials Summoned to Court
Sen Monorom, Cambodia News: On 17 July 2019, the Prosecutor of the Mondolkiri provincial court, Heang Sopheak, issued an injunction ordering three Koh Neak forestry officials to appear at the Mondulkiri military police command facility before 24 August 2019. But, according to some reports, the three officials have already escaped.

Three forestry officials who the court summoned to appear on the Mondulkiri military commander's order are:
1- Mr. Leung Phirun, 55, Administrative Officer, Forestry Administration, Social Sector - from the village of Khmom Mean Chey, Prey Chhor District, Kampong Cham Province.

2- Mr. Hun Vannary, 50 year old Forestry Administration Officer, lives in the village of Grassol village, Trapeang Sap commune, Bati district, Takeo province.

3- Mr. Kong Vireak, 46, is the director of Forestry Administration of Koh Nhek District, located in Trea Village, Sangkat Steung Meanchey, Khan Meanchey, Phnom Penh.

The order has been issued for the questioning of the three men on a number of subjects connected to the illegal logging trade, such as why they were giving permission for logging, contrary to the provisions of the law on felonies, and why they were not reporting or filing a complaint about first-degree forestry crimes committed within their jurisdiction.

The order follows the arrest of tycoon Soeung Sam Ol and three other parties on July 9.

The bosses of two Chinese firms have also been summoned for questioning by the court.

Mondlkiri, Cambodia News: Last week, the representative of the prosecutor of the Mondolkiri Provincial Court, Mam Vanda, issued two summons for Chinese nationals, including the chief executive of Westwood, Song Wenzhang, and the director of Yanzhou, Wentao Zhang, as well as 2 staff members, to ask about unauthorized collection and harvesting of timber in Mondulkiri.

Destroying Vehicles Used to Transport Logs Is Done Legally: Spokesman

Phnom Penh (FN), July 18 – National Commission for the Prevention and Combating of Natural Resources has destroyed 29 vehicles that illegal loggers used for transporting logs, Eng Hy, spokesman of the National Commission addressed at the Conference on the Prevention of Illegal Logging, held on Thursday at the Council of Ministers.

The spokesman stated that the act of destroying the vehicles used for transporting logs was done in accordance with the laws.

“On 8 July, the National Commision issued a press release urging people and companies to immediately stop illegal loggings. The press release highlights two measures, including (1) take serious legal actions on individuals who commits forest crimes; and (2) destroy their vehicles [used for transporting logs],” the spokesman stated.

The National Commission for the Prevention and Combating of Natural Resources, on from 9-17July 2019, launched a large-scale crackdown on illegal logging in Mondulkiri province under the direct command of Head of the National Commission General Sao Sokha, also Head of Military Police.

At least four people were arrested and 29 vehicles among the 40 seized in the forest were immediately destroyed at the spot, according to the spokesman.

Head of the National Commision called on other illegal loggers to immediately stop their actions or otherwise face legal actions.

Cambodia Breaking News,(Mondulkiri): On the afternoon of July 27, 2019, the National Committee for the Prevention and Suppression of Natural Resource Offenses arrested three Chinese suspects at Thach Vuot , a company involved in forestry crimes in Mondulkiri. After the arrests, the three suspects were sent to the Mondulkiri provincial court.

In addition, Gen. Egh Hui confirmed that the three Chinese nationals were also involved in another Chinese crime at the Thach Vuot forestry site.

The National Committee has also sent three Cambodian officials, including two Forestry Administration officials and an Environmental Officer in Mondulkiri province, to forestry crimes to assist with the legal procedure.
The officers arrested on 26 July 2019 were:

* 1: Mr. Hans Sa Khan, 48, serves as director of Phnom Prampop Wildlife Sanctuary.
* Second: Saruth Ratana, 46, Deputy Director of Forestry Administration
* Thirdly, Hun Vanna, 53, a forestry administration officer in Lumphat district.

Three Chinese charged over illegal logging linked to tycoon
Mondulkiri Provincial Court yesterday charged three Chinese nationals and is questioning a provincial environment department and two forestry administration officials over illegal logging activities linked to tycoon Soeng Sam Ol.

Meas Pros, court spokesman, yesterday confirmed that the provincial court prosecutor charged the three Chinese nationals over forestry crimes, but did not remember the exact charge.

“Three Chinese nationals have already been charged, but one environment department official and two forestry administration officials are still being questioned by the court,” he said.

Mr Pros noted that National Committee for Forest Crime Prevention officials arrested the three Chinese nationals on Thursday and the three provincial officials on Friday.
