A foreign man was seen behaving in a bizarre manner, running through the middle of traffic at 3am, 15th of February 2017 under the January 5 flyover bridge in Sangkat Phsar Depot 3, Khan Toul Kork. It is suspected that he was under the influence of drugs.

...in the first picture he seems to mimic a kangoroo. If this is what drugs do, I will never want to try any.
