Chinese company wins Cambodian airport deal

Metallurgical Corporation of China (MCC) has been awarded a won the 2.67 billion yuan (US$405 million) contract to design and construct the airfield for a new airport in Phnom Penh, Cambodia, according to a report from Nikkei Asia. The airport has a total cost estimated at US$1.5 billion price tag, most of which is being funded by China, a key ally of Cambodia. The airport is part of the Cambodian government’s strategy to boost tourism, but it comes as other planned projects, including a new resort near Angkor Wat, face questions over their long-term feasibility.

The new airport and the Chinese contract raise questions about the future of French airport developer Vinci, which has a joint venture called Cambodia Airports managing the country’s main airports in Phnom Penh, Siem Reap and Sihanoukville. The company is 70 percent owned by France’s Vinci and 30 percent by Malaysian-Cambodian joint venture Muhibbah Masteron Cambodia. Once the new airport is developed, Phnom Penh’s existing facility is expected to be kept for domestic flights, air cargo, state delegations and military use.

The new Phnom Penh airport, which will cover about 700 hectares and form part of a broader residential and commercial development of about 2,600 hectares, is being overseen by local conglomerate Overseas Cambodia Investment Corp, or OCIC, according to the Nikkei Asia report. Run by Sino-Khmer tycoon Pung Kheav Se, OCIC invested US$280 million and holds 90 percent of the project, while Cambodia’s State Secretariat of Civil Aviation owns the remaining 10 percent, media reports said. Other companies involved include China State Construction Engineering, another state-owned enterprise that is building the terminal, and Foster & Partners of the US, which is in charge of the airport’s design.

When contacted by Asian Aviation for comment, Cambodia Airports said they were unable to publicly make comments at this time.

Unions Sue Cambodia Airports over Unfair Dismissals and Union-Busting

Cambodia’s aviation sector is the latest to become embroiled in labor rights controversies as unions filed a complaint with the Labor Ministry over targeted layoffs aimed to “silence unions”

PHNOM PENH--Leaders of unions at Phnom Penh, Siem Reap and Sihanoukville International Airports on July 20 sued Cambodia Airports for obstructing and refusing to engage in a collective bargaining agreement with the unions to resolve the issue of layoffs.

However, Cambodia Airports says negotiations on the agreement and the organization of the company structure must be done in accordance with the law.

The union leaders filed a complaint with Labor Minister Ith Sam Heng against Alain Brun, the director-general of Cambodia Airports, and Philippe Araujo, secretary-general of Cambodia Airports for “Intentionally obstructing and [being] dishonest in a collective bargaining agreement, and arbitrarily cutting workers’ wages and dismissing 131 workers without respecting the Labor Law.”

The complaints were filed by So Sao Boeun, president of the Phnom Penh International Airport Independent Workers’ Union, Rang Ravan, president of Siem Reap Airport Cambodia Tourism Industries Worker Trade Union and Ton Sokang, president of Sihanoukville Airport Workers’ union.

They said Cambodia Airports was looking for ways to dissolve the union and prevent the negotiation of a new collective agreement.

Boeun of the Phnom Penh union said that the company had used many tricks and had shown no willingness to negotiate in the last three years.

“When we asked for the negotiation, the company had an excuse, saying they were waiting to have a joint negotiation with branches in Phnom Penh, Sihanoukville, and Siem Reap,” Boeun said. “They keep persecuting the unions and, when negotiating, the company negotiated with no sincerity until there was a suspension on unilateral negotiations.”

Khek Norinda, communication and PR director of Cambodia Airports, denied everything the unions had said, adding that the company works closely with the Ministry of Labor.

Heng Sour, Labor Ministry spokesperson, could not be contacted for comments.

Regional Airport Expansion Plans Shelved

Proposed new airports in Koh Kong, Battambang and Mondulkiri provinces have been postponed according to the State Secretariat of Civil Aviation.

The SCCA spokesman Sin Chanserivutha confirmed plans to develop four Cambodian regional airports had been shelved in July 2021 due to the COVID-19 situation in the Kingdom.

“Airport investors are concerned that the Covid-19 outbreak is serious. Investors are not clear in calculating when the disease will be cured and when transportation will recover, which is why they are delaying investing in the airport” said Sin Chanserivutha.

Air passengers coming through the Kingdoms’ three international airports (Phnom Penh, Sihanoukville and Siem Reap) have dropped by 92 per cent (136,680) in the first half of 2021.

Koh Kong Airport Postponed

One of the shelved projects is the $40 million joint venture between LYP group and Thai Airways, reported the Khmer Times.

The original site for the development was the previous Koh Kong Airport in Khemarak Phoumin city. It had since already shifted to a site at Koh Por village in the Mondul Seima district of the province.

Dara Sakor Airport – Koh Kong – Opening Delayed
The Dara Sakor Airport, which was planned to open in June 2021 has also been delayed despite the construction actually having been completed.

The $350 million project is delayed as a technical team is unable to travel to the airport to oversee test flights because of the pandemic.

Mondulkiri Airport – Delayed

The SCCA feasibility study assessing an airport in Mondulkiri was completed in March 2021 with China Power International Group agreeing to invest in the $60 million project last year.

The Secretariat Of Civil Aviation (SCCA) previously confirmed the airport will be built over an area of ​​300 hectares

The plans are on hold until passenger demand increases.

Battambang Airport On Hold
An airport in Battambang funded by private investors is the fourth airport affected and plans are also now on hold.

The current inoperable airport is three kilometres from the Battambang city centre, with a total land area of 128.68 hectares. The runway length is around 1,600 metres with a width of 34 metres.

The new Phnom Penh International Airport reached 40 per cent completion in May 2021 and is still is set to be operational in 2023. The new international airport in Siem Reap is also due for completion in 2023.

Oh Shit, that Chinese military airfield at Dara Sakor just fell off the radar.
Naval operations to control the Strait of Malacca are believed to be continuing from the rickety old timber jetty however.

Dara Sakor Airport Further Delayed

The Dara Sakor International Airport, which was initially announced back in 2016, has been delayed several times over recent years and the official start of operations at the airport in Koh Kong province has again been delayed from the end-2022 until mid-2023.

Koh Rong[sic] - Dara Sakor International Airport
The development at the airport started in 2018 near the Dara Sakor resort, in Koh Kong’s Botum Sakor district by the Chinese-owned Tianjin Union Development Group (UDG). The benefit of the new international airport was its potential ability to accommodate long-haul aircraft like the Boeing 777 and Airbus A340.

The delays at the Dara Sakor Airport were announced in 2019, mid-2021 and now at the end of 2022 with the pandemic mainly blamed for the operational delays as well as “regional and global economic uncertainty and heightened geopolitical competition” the Phnom Penh Post reported – according to a senior aviation official.

Initial estimated costs for the airport were USD $350 million but no update has been reported since the delays.

The conflicting reports on operational readiness are also confusing with the airport said to be over 93% completed back in August 2021 and 95% ready by November 2021.

- The airport did carry out pilot flights in April 2022 to ensure equipment functionality and staff capability.
- The staff will reportedly continue to receive training and undergo tests on their operational abilities on navigational, communication and safety instruments to meet international standards, and acquire the necesary accreditation during this delay until 2023.


Mr. Sin Chanserivutha, Spokesman of the Secretariat of State of Civil Aviation of Cambodia, said previously that the Airport will be able to receive up to 11 Code E aircraft, 4 helicopter terminals, 7 million passengers and 10,000 air cargo tons per year.

He added on the latest delay “They (Dara Sakor International Airport) submitted a letter to us on their plans to launch in the middle of next year (2023), noting that they need some more time to do some internal works and marketing.”

There was a flurry of new airport announcements in Cambodia pre-pandemic, but also some question marks about the necessity of having so many new developments and the required financial input.

Since COVID-19, the proposed Mondulkiri Airport has been shelved indefinitely, and a separate Koh Kong Airport and a new Battambang airport postponed.

The new Siem Reap Angkor International Airport and Phnom Penh Techo Takhmao International Airport are both behind the initially proposed schedules and won’t be operational for several years.

Phnom Penh Techo International Airport is not now expected to be completed until 2024 before heading into operation in 2025.
