Controversial amendments to the 2016 Traffic Law passed the National Assembly with strong support yesterday, a development that one traffic expert warned may have sacrificed public safety to score political points.

The amendments passed with support of 93 out of 100 lawmakers present, including acting opposition leader Kem Sokha. The original Traffic Law was signed by King Norodom in January 2016, with Prime Minister HE almost immediately calling for an amendment eliminating the requirement for a driver’s licence for any motorbikes 125cc and under.

Yesterday that proposal officially became law, as did an amendment lowering the legal driving age from 16 to 15. Sun Chanthol, Minister of Transportation, insisted at the assembly yesterday that eliminating licences will not lead to more traffic accidents.

i dont see what difference it would make, they dont need to take a test in order to apply for the license do they? its just a money making thing, i dont see how them owning a license will make them any better/safer a driver

Yep, and it ain't gonna change a thing. Most twelwe year olds drive better than the foreigners in SHV.

I see this as a positive change regarding safety.

It's not like anyone with a licence had proper training, and now there is one LESS reason for freshie boys to do dangerous maneuvers for to avoid police at road blocks.

In theory, and in the West, a licence helps prevent idiots from getting behind the wheel with no prior training on the roads, possibly harming others, but that never had that effect here, so all it did was raise money for the state and give cops more leverage when they stop you/try to stop you.

The only thing left to do now is to make sure nobody is driving around during the day with their lights ON. :stir:

At least it's pretty much guaranteed they have been riding motos since they were babies. Monkey see monkey do... they will have picked up as kids how to ride through traffic. Nudge your way in, don't get in the way of trucks or SUVs etc...

I see kids that look 11 or 12 riding (i.e. alone) sometimes though.

....A further amendment raised the minimum driving age from 16 to 18 years old, while another raised the punishment for people driving motorcycles or cars without a license or a suspended license. They will now face one to six months in prison and fines of 800,000 to 4 million riel, or about $200 to $1,000.
SO, u Do not need a license if under 125 cc BUT u will be fined if ur caught driving without a license if..... or is this ONLY for over 125 cc and cars??
