Diver Found Dead With Mysterious Throat Wound
At 2.30pm, on the afternoon of December 16, Pattaya police received reports of a body floating in the water 500 meters off Samae Beach, Koh Larn, Pattaya.
At the scene police officers and Sawangboriboon medics discovered the body of a white, western male wearing a black diving suit and flippers. His throat had been cut and, bizarrely, the backpack he was wearing had been tied to a concrete pier-pole.
The unidentified man, approximately 170-175cm in height, was carrying only 1,500 baht in cash in his back pack.
The body was retrieved from the water and has been sent to Banglamung Hospital for autopsy.
Investigating officers admit that, at this stage, they have no idea who he is, how he died or why his body was tied to the pier-pole.
Pattaya police have asked for anybody with any information to come forward and make a statement and for any guest-houses or hotel to report any missing guests.

Evidence found near foreigner's body off Pattaya

PATTAYA - Police divers have found evidence believed to be linked to the foreigner whose body was found tied to a concrete pile in the waters off Koh Larn on Friday.
The divers were sent to the area where the body was found on Saturday and they collected a snorkel, a cutter, a swimming cap and swimming goggles and other items from the bottom of the sea near the concrete pile, located about 200 metres off Samae beach.
"The Central Police Forensic Science Division is checking fingerprints on the evidence from the sea," Pattaya police chief Apichai Krobpetch said. "They could be linked to the victim."
But they have not yet come up with witnesses to identify him.
The only information investigators have is the man was between 170 and 175 centimetres tall and the body structure indicated that he was a westerner. Police believe he was between 45 and 50 years of age.
His backpack was tied to a concrete pole to which buoys are attached and his throat had been cut, leading police to suspect he had been murdered...

The dead diver has been identified as US citizen, Frank Thomas, 52 years old.

Pattaya police on Thursday identified the foreigner whose body was found tied to a concrete pile in the waters off Koh Larn last week as a 52-year-old American national.
After six days of a joint investigation by officers from Muang Pattaya station, Chon Buri Province Police and tourist police, the officers believe the dead man is Frank Thomas who arrived in Thailand in 2013 on a tourist visa which he had continually renewed.
Muang Pattaya police chief Pol Col Apichai Krobpetch said investigators were still working on two theories: murder and suicide committed by a special method.
On Dec 14, Thomas visited Koh Larn where he went diving and catching fish with a spear gun. His body was found in the sea near Samae beach two days later.
Pol Col Apichai said Thomas had a Thai wife but was not with her when he went to Koh Larn. Police were collecting more information about him and trying to contact his wife for an interview to find more clues in the case.
Thomas’s body was found about 200 metres off Samae beach on the popular tourist island at 2.30pm last Friday. He was wearing a Mares brand wetsuit and flippers and had around 1,500 baht in cash on his body. His throat had been cut.

he looks younger, not like 52. Clean cut, not referring to his throat as I have not seen it. I am guessing on murder here. Not a good deal for his wife and child.

Looks like another strange death in Thailand. Such a bizarre way to commit suicide, and he was only 52 and looking younger than his age - hardly "old and weak" as described here ...
American diver committed suicide, authorities say
On December 16 the body of an man was discovered tied to a pier pole off Koh Larn who appears to have had his throat cut.
Pattaya police have today managed to identify the body and locate American national Frank Thomas Kech’s Thai wife, who has not been named.
She confirmed to officers that they lived together in Bangkok but her husband had traveled to Pattaya and was staying alone in a hotel on Second Road.
She has told investigating officers that he said to her many times that he wanted to die as he did not want to grow old and weak. He wanted to end his life whilst he was still strong, she says.
Officers have now discovered, from CCTV footage, that Mr Kech went to Bali Hai Pier alone at 7am on the morning of December 14.
The fatal neck injury is the only wound on the body and there are no other signs of violence.
Based on this evidence officers believe that he must have tied his back pack to the pier pole so that his body was not washed out to sea before cutting his own throat.

Did he have a nice life insurance policy springs to mind. Different than getting thrown off a balcony. Could also be drug related, as in discovered or involved. I don't think insurance pay out for ages unless the body is found, so I'll go with that for now.
