So finally made it to Phnom Chisor after more then five years in the Kingdom. Heavy construction work on National Road 2 from Stung Meanchey to the roundabout after Takhmao, so I recommend driving through Takhmao at the moment. About 10 km of Road 2 after the roundabout is currently a gravel road, due to road upgrade, the remaining part until you turn off National Road 2 to Phnom Chisor is in fairly decent condition, with very few potholes. The 5 km road to Phnom Chisor is mostly gravel, and should be passable even with a normal moto.

At Thursday around lunchtime there were only a handful of other visitors, all young Khmers. There are some wooden huts at the foot of the mountain with hammocks, offering food and drinks. Entrance fee at the top of the mountain is 2 US$ for foreigners.

Bokor Mountain and Kep can certainly be visited in a day. Recently, I did a trip there via motorbike. Lots of fun and chilly at the top!
