Pays to go to a reputable place with western surgeon (or at least western trained), affiliated with a good hospital, etc.

Suspects from a cosmetic surgery clinic in Phnom Penh that performed breast enhancement surgery on a 36-year-old woman who died days later of an organ infection “escaped” before they could be questioned, a police official said on Wednesday.
Mr. Ly said he was not sure how many suspects had evaded police, but added that officers were “looking for them.”
He directed further questions to Srey Makny, the deputy prosecutor who ordered the clinic’s closure, and Khin San, chief of police in Chamkar Mon district, where Mr. Veasna filed a complaint with police. Mr. Makny could not be reached, while Mr. San said he was unaware of the details of the investigation.
It was unclear if Phe Thong, the doctor who owns the clinic, was among those being sought.
Mr. Veasna, the widower, said police had been uncommunicative since his wife died...

The owner of a Phnom Penh cosmetic surgery clinic [doctor Phe Thong] has disappeared amid an ongoing investigation into a breast enhancement surgery that resulted in the death of a 36-year-old woman, a Health Ministry official said on Wednesday.
“The owner escaped,” she said. “Police are searching for him, but have not yet caught him.”
The surgeon also fled before undergoing questioning, police said at the time.
According to the clinic’s license, which was issued last year and lists it only as a “private clinic,” Dr. Thong is responsible for any malpractice cases that occur there. Ms. Kanha said Dr. Thong would be “held accountable before the law” upon his capture.
Ms. Kanha denied knowledge of all but one other cosmetic surgery clinic in Phnom Penh—the industry has grown rapidly in recent years—and declined to say whether the ministry would take action against others...

This increased demand has partly been fuelled by a flood of new and often unregulated clinics such as De Beaute that offer cheaper services to lure in a wider spectrum of the Cambodian population, according to Thida Khus, a prominent women’s rights campaigner and the executive director of Silaka, a local capacity-building NGO. She has a number of reservations regarding the safety of such clinics: “It is dangerous. There is no effective monitoring or restriction on the people training and operating in the business”.
“The problem is the state, who do not accept their responsibility to monitor this industry. Competition among [the clinics] themselves isn’t enough [to improve safety standards],” she added. “There have been many cases of people who wanted to get a nose adjustment but have had horrible complications because the procedure was badly performed with poor materials.”
Despite the dangerously under-qualified clinicians, doctors and quacks working in Cambodia, the country’s – and more broadly Southeast Asia’s – cosmetic medicine sector is thriving. A report released last November by research firm MarketsAndMarkets found that while North America is the world’s largest medical aesthetics market, the Asia-Pacific market is set to grow at the fastest rate from now until 2021. By that year, the global medical aesthetics market will be worth $13.29 billion, with a compound annual growth rate of 10.8% from 2016-21, the report stated.

Ros Sokny, a television vendor from Kratie province, died of septic shock a few days after undergoing a $3,000 surgery at the De Beaute Clinic in Phnom Penh’s Russei Keo district on November 17. She left behind four children.
