This is outrageous, but it is probably quite common that the victim and family don't speak out for whatever reason. Let's hope that some media attention will get that bastard behind bars where he belongs.
And I think the missing word here is "pedophile". (Reference to the discussion on how the media report sexual abuse of children by Cambodians.)

Convicted rapist still walking free: family

A preah Sihanouk police official who was convicted of having intercourse with a minor in 2010 has yet to be arrested despite the five-year sentence being upheld by the Supreme Court in late October.

The victim’s father yesterday said that police official Korng Sophat, who was convicted on the charge of sexual intercourse with a minor under 15 years, had been in the family’s village in Sihanoukville where he openly mocked him in a confrontation.

“I was really hurt when the rapist, who was sentenced by three courts, remains free outside prison and mocks us,” he said, adding that Sophat had been ordered to pay 4 million riel, about $1,000, in compensation but had failed to do so.

The family accused Sophat of raping the then-11-year-old girl four times.The Preah Sihanouk Provincial Court sentenced him in 2015 to five years under Article 42 of the Law on Suppression of Human Trafficking and Sexual Exploitation.

This conviction was upheld by the Appeal and Supreme Courts, in January 2016 and October 2016, respectively.
