America Election

Yeah, that place out 'there'. Anything not really Cambodia related should go here.

Call me crazy, but I think if we can survive the next month, it will be possible, maybe even straightforward to get our arms around this once there is an actual campaign.

I'm definitely for making an example of a suspected leaker whether or not we have any real basis for it.

I agree--when we have press staff, this will be MUCH easier.
And I would love an example being made.

Subject: viewing staff teams by function

Friday, I mentioned that *if* we are going down the road of splitting the
work of Progressive Media, that we think of it by function (tracking, online
outreach) not just by staff members. Here is a run down of "ongoing
projects" paired with staff and staff salaries. Additional research and
press staff could be paired with these projects. This leaves out
operations, fundraising and senior staff.. But covers the majority of staff.

Let me know if you have questions.

Tara

Tracking and Monitoring the Right for Progressive Partners (7-8 staffers,
including tracking/media monitoring director) $24,050 + overhead and
expenses

The campaign infra structure of tracking McCain in person and on television
and the daily news updates, daily media monitoring reports (sent to the
blackberries of scores of progressives) and servicing a progressive
community video library could continue to run with minimum executive
management. *If you added one of the more senior researchers, you could
continue to run monthly "research consortium meetings" and convene and share
already packaged video and McCain record resources, that cost is not
included here. The team outlined below could provide the following functions
and services:

. Right wing candidate tracking (video taping McCain on the campaign
trail) and real-time update of campaign events

. Bush/McCain television media monitoring (6 days a week 3 shifts a
day)

. Send Daily Right wing, Bush/McCain news clips

. Host a daily news call which progressive organizers can dial into
for the news of the day

. Right wing video library construction, searchable video data base

. Run and distribute box.net and our searchable private youtube
account, cut videos for selected partner requests

*All of these services would be provided to an existing network of 50 plus
progressive organizations and leaders (SEIU, AFL-CIO, LCV, AU, CAPAF, Media
Matters Action Network, MoveOn.org, Catholics United, VoteVets.org, Campaign
Money Watch, ARA, CAF and others).

Tracking Director

(Cammie Croft)

$5900/mo

2 Deputy Directors/Trackers

(Sara Dubois, Andres Moreno)

$3200/mo

4 Tracker/Media Monitors

(Greg Rosalsky, Jacob Roberts, Evan Whitbeck, Jessica Cavalieri)

$3000/mo

Travel to McCain Events

(the cost of trailing McCain around the country)

$11,000/mo

Total (without researcher)

$35,050/mo

New Media Outreach-Online Progressive Campaign (4-5 staffers) $23,200 +
overhead and expenses

With the following staff you have the capability to create websites, design
online advertising campaigns, create web and TV videos. The best recipients
for this self contained, highly creative team of campaigners: MoveOn.org,
Campaign Money Watch, Progress Now, Lux/Open Left. *To make this unit more
powerful, you could optionally add a press person and or researcher to it.
The team outlined below has the capacity for:

. New Ad script and ad (tv and online) creation

. Online outreach, online advertising program creation

. Proven ability to move materials extensively to prominent blogs

. Maintenance of mccainsource.com, creation with Campaign Money
Watch of - mccainslobbyists.com

New Media Campaign Director

(Ari Rabin-Havt)

$10,500/mo

Video Editor

(Brad Herring)

$3200/mo

Online Organizer/Blogger

(Jason Rosenbaum)

$3500/mo

Researcher

(To be named)

$3000-6000/mo

Total

$17,200 (without researcher)

$20,200-23,200 + with researcher

Progressive Media Framing Program in 6 Battleground States (2 staff plus
monthly grants to 6 state partners) $39,400/mo + overhead and expenses

To continue the work with OH, IA, MN, CO, NM and WI to frame McCain's visits
and to integrate state work into national framing should include some
supervision and regular access to new research, new videos, talking points
etc. America Vote's communications director already partly oversees this
project with one deputy, perhaps this could be moved entirely under America
Votes. Alternatively, housing the Deputy Director inside someplace like
CAPAF - would give the states access to quality level surrogates and a good
policy message calendar.

. Oversight of sub grants to state partners

. Regular state press events around Bush/McCain visits

. Organizing efforts to ask targeted questions at town hall meeting

. Regular progressive framing work with state editor boards in
targeted states

. Framing and outreach to progressive bloggers and progressive media
in OH, IA, MN, CO, NM and WI

. Construction of state-based progressive surrogate databases

Director from pre-existing organization (AV)

(Kate Snyder)

$5400/mo (half-time)

Deputy States Communications Director

(Tory Brown)

$4000/mo

OH, MN, IA, NM, CO, WI sub grants

$30,000/mo

Total
$39,400/mo

Research (6 staff) $31,500 + overhead and expenses

Unless another organization was to subsume this entire unit, I suggest
dividing the research team and pairing researchers with the new media or
tracking pods. There are a number of permutations, including sending
top-level research staff to beef up some of the likely surrogate operations
- Americans United, MoveOn.org, and VoteVets.org don't currently have
researchers on staff. Christina Reynolds, not included in this list drives
the research agenda and provides larger strategic guidance to the campaign.
Here is a rundown on the current research team and a list of the products
and projects they are currently driving:

* Convening "research consortium" 25 researchers from progressive
organizations to share research plan future projects
* Share a complete legislative history of John McCain
* Build out a 500 plus page opposition research book
* Manage a database of McCain's lobbyist ties
* Manage a database of McCain's 9 plus properties
* Create daily rapid response research products

Research Director

(Elizabeth Baylor)

$8000/mo

Deputy Research Director/Policy

(Martine Apodaca)

$7000/mo

Deputy Research Director

Peter Bondi (has been with us 1 week)

$6500/mo

Researcher

(Ian Mandel)

$4000/mo

Researcher

(Chris Hill)

$3000/mo

Researcher

(Melinda Warner)

$3000/mo

Total

$31,500/mo

Communications (2 staff) $9,050 / mo
Since the communications team, without the state component is only two
people strong - they are both campaigners (press secretaries).

Press Secretary
(Eddie Vale)
$4850/mo

Press Secretary
(Jenni Lee)
$4200/mo
