Heavy trucks feel pinch
Thu, 9 March 2017

Transportation Ministry inspection stations last month seized 242 overloaded trucks, nearly 100 more than the month prior, and more than doubled the fines dished out to offending vehicle owners, according to a ministry report released on Tuesday.

The government has repeatedly pledged to toughen measures dealing with overloaded trucks, which have been involved in a number of incidents in recent years involving severe damage to roads and bridges. Just last month, a vehicle overloaded with illegal timber collapsed a bridge in Kampot’s Chhouk district.

The report for February showed 96 more trucks seized than in January, when 146 overloaded trucks were impounded. The report also states the ministry collected over 584 million riel ($144,008) in fines from truck owners, up from 277 million riel in January...

Here we go again. It may be time for "last resort" measures, like revoking licences, since fines don't seem to be an effective deterrent.

Crackdown targets overloaded trucks
6 July 2017
Officials seized 122 overloaded trucks nationwide in June, resulting in fines of more than 230 million riel ($57,000), according to a statement from the Ministry of Transport.
The trucks were overloaded by between four and 28 tonnes.

Ministry spokesman Var Sim Sorya said most of the truck owners were fined but none of the transport firms had their licences revoked.
By law, we can revoke licences, but we haven’t done so yet. It is a last resort,” he said.

Mr Sorya said the revenue generated by the fines is still not enough to pay for road repairs and damage caused by such trucks, which runs at $180 million annually.
The 122 trucks seized in June marked a fall from May, when 149 were impounded.

Hundreds of truck owners fined
11 January 2018
More than 300 overloaded trucks were fined nearly $135,000 last month, causing the Transport Ministry to call for stricter action to protect the country’s roads.

A Transport Ministry report said a committee comprised of ministry officials and law enforcement officers seized 307 overloaded trucks, resulting in fines totalling $134,825.
It added that 352 trucks had been fined in November, 45 more than December, and the overloaded trucks weighed from five to 25 tonnes.

At a signing ceremony for the renovation of National Road 5 yesterday morning, Transport Minister Sun Chanthol said the ministry would take stricter action against overloaded vehicles. “The ministry will take stringent action against overloaded trucks which have caused damage to the roads and provoked criticism by our people,” he said.

Ministry spokesman Var Sim Sorya said the only action currently being taken was fining non-compliant vehicles.
“The fining is already a hot issue. If we seized and kept their trucks for a period of time, it might cause serious unrest,” he added.

Overloaded trucks block road
26 January 2018
At least 30 trucks briefly blocked National Road 1 in Svay Rieng province’s Svay Chrum district yesterday morning after joint forces fined several vehicles for being overloaded.

The road blockage and protest erupted when officers using mobile scales to weigh vehicles attempted to fine seven overloaded soil and sand trucks.
A provincial hall report said truck drivers protested because they were unhappy about the fines.

Roth Chandarareaksmey, administration officer at the provincial department of transport, said the mobile weighing was conducted by a joint team of his officers and others from the Transport Ministry.

At a signing ceremony for the renovation of National Road 5 earlier this month, Transport Minister Sun Chanthol said the ministry would take stricter action against overloaded vehicles. “The ministry will take stringent action against overloaded trucks which have caused damage to the roads and provoked criticism by our people,” he said.

A Svay Chrum district police officer who requested anonymity confirmed the incident, but said the road block was quickly resolved.

“The Transport Ministry weighed the trucks and fined the drivers,” he said. “They were not happy so from 30 to 40 trucks briefly blocked the road.” ...

Anyone noticed how the trucks here have sand/dirt stuck to the outside of the tray and falling off onto the road . Dirt or sand with water streaming out onto the road, Overloaded trucks carrying sand, flying off into the air to get into motobike drivers eyes. Some trucks are LH drive and some RH drive but all of them seem to be overloaded and no-one can do anything about it cause if they do the truck drivers will protest and the authorities will give in.
