Impossible to deny that in many of the Cambodian news articles written about raids on massage parlours and brothels, police cite that (used) condoms were found on the premises as proof that commercial sex was taking place there. It is difficult to protect sex-workers from HIV while prostitution remains illegal and possession of condoms constitutes 'proof'.

Police said, 9 people have been arrested including the owner of the police, two staff and 6 working girls. Adding that, many used and unused condoms were found and the owner and the two staff are Cambodians.
