White Building to be razed?

After years of rumours about Phnom Penh’s iconic White Building’s impending demolition, the Ministry of Land Management yesterday gave its strongest indication yet that the rumours will come to fruition.

Though the building’s death warrant is not yet signed, ministry spokesman Seng Lot said last night that the age of the building means “it could not be repaired, it needs to be demolished and a new one built on its site”, adding that the ministry is studying plans for such an eventuality.

Land Management Minister Chea Sophara hung up on a reporter yesterday, but in an interview with Radio France International earlier this week reportedly said he expected the project to cost in the ballpark of $30 million, and that residents would be formally notified of the ministry’s plans next week, and given the option of either accepting a buyout or temporary relocation to Toek Thla commune.

Japanese Luxury Builder Makes White Building Plans

Japanese construction company Arakawa, having previously developed luxury apartments overlooking the Mekong River, is working on potential plans to resurrect Phnom Penh’s dilapidated White Building complex, officials said on Wednesday.

What is Arakawa planning for the White Building ?

Up until this week, people living in the establishment continue to claim that the official news regarding the plan to develop the iconic White Building residence remains an enigma.
The building rests in one of the most prime locations in Phnom Penh, and whose development plan rumours are frequently dispersed. As the ministry claims to be doing everything in its power to accelerate the comprehensive researching process, the minister released in dribs and drabs the identity of the investment company to be a Japanese company by the name of Arakawa.

Seng Loth, a spokesperson from the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) said yesterday that the plan is “still in the stage of comprehensive study in order to develop the old and worn-out building. What we worry about is risking the livelihood of the building’s residents, that’s why a thorough research and study is needed to find solutions to possible problems together.”

The parties involved in this project are “from Japan – they are an investment company and had asked our ministry to lead the comprehensive research in order to figure out the development capacity of the location,” according to Loth.
