Rapist Agrees to Pay Compensation, Free Again
A Buddhist layman in Kampong Speu province who was convicted of rape in 2010 but released on bail in 2014 was briefly arrested on Saturday by municipal penal police for allegedly not paying his victims compensation according to the court’s judgment, municipal penal police said.
Ros Sarin, 65, a layman at Sisovann Thamareach pagoda in Kampong Speu province’s Oddong district, was convicted by the Phnom Penh Municipal Court in 2010 and sentenced to 17 years in prison for raping two under-age girls, said Ly Sarith, a penal police officer in the capital.
The court ordered him to pay a total of 50 million riel (about $12,500) in compensation to the two victims.
Mr. Sarith added that Mr. Sarin was released on bail by the Supreme Court in December 2014 after promising to pay the compensation, but never did.
“He was arrested in accordance with the court’s warrant for his arrest because he did not fulfill the court’s judgment,” he told Khmer Times.
“After his arrest, he was then sent to the municipal court for questioning on Saturday.”
Kham Sophary, deputy prosecutor at the Phnom Penh Municipal Court, confirmed yesterday that Mr. Sarin was released on Saturday evening after there was a compromise between the two parties and he paid the compensation to the plaintiffs.
“He has now been released,” he said, without going into detail.
