Will be interesting to see if the coronavirus situation will cause a u-turn or delay on implementing this. It's surely decimating tourism across the region.

Looks like maybe an extention every month is possible up to 3 months. Can be denied at any stage.
Tie up your passport for 5 days every month but may be better option than going for border run.

Eli the Bike Guy has an update on the visa situation in a new video. His speculation in the "best and worst case scenarios" video linked above was just about right.
He got the new info from a fresh video interview with a Viet immigration official, posted by someone else. He plans to post the link on his YouTube channel soon. Meanwhile, he's in the middle of a long, live-streaming ride in Da Nang.
In summary, you will be able to get a new residence stamp every 30 days in-country for $10US, or use an agent, which will be more expensive, of course. But you have to go out on the 90-day mark, if you have a 90-day tourist visa. But wait for the official word in the video interview. I don't know what happens if you have a 6-month tourist visa. Probably have to leave every 90 days.

“Starting July 1, visitors entering Vietnam will be granted a temporary residence stamp upon arrival with the duration of stay matching their visas, ” said Minh.
This will lessen the burden for foreigners who have visas valid for over 12 months because under current laws, they need to apply for a permit extension even though their visas are still valid.
But visitors here on a tourist visa will need to do more paperwork if they want to stay longer than 30 days.
“For tourist visas which are valid for more than 30 days, tourists are only given a 30-day temporary residence stamp, ” Minh said.
Foreign tourists can still get three-month visas, but they need their passports stamped every 30 days, which will cost US$10 (VNĐ230,000) each time.
“Tourists can apply for an extension once or multiple times, but the maximum stay is 90 days. After this period, they must leave the country and if they want to return to Việt Nam, they will have to apply for a visa again, ” Minh said.
The new regulation is aimed at preventing crime and illegal workers.

This is probably only going to have a small effect on illegal workers. The smarter thing to do is to employ detectives to see if a foreigner is working. They know where we all live. The detective just has to watch where we go when we go out. Or visit the schools and demand to see teachers' working papers.
I can't see why that is not doable. If they have to hire more detectives, that's a plus for local employment.
But they are taking the "assume everyone is a criminal" approach pioneered by the US and casting a ridiculously wide net.
Someone earlier said that VN wants people with a future, not a past, and retired expats don't contribute anything. But that's false. Once you confirm that they are retired and not working, it is easy to see that all they do is spend their savings and pensions in the Vietnam economy, providing income and profit to VNese people and better foreign exchange stability to the VNese govt.
