I'd assume short term visitors are non residents/everyone else not in the first two columns. Just poorly worded.

saw that. The 2nd part of the flight I was going is in Singapore. I checked to see if i can purchase a ticket for my travel dates on Singapore Air website and i was able to. That might not mean much tho. August is far enough away possibly?
Why would anyone purchase a ticket to anywhere now?

Phnom Penh (FN), Mar. 22 – Thailand announced to close borders with Cambodia in Banteay Meanchey, Battambang, Pailin, and Koh Kong, effective from 23 March to 5 April 2020, according to a letter Fresh News received on 22 March 2020.

Cambodia and Thailand took actions based on the spirit of friendship and mutual understanding with regard to the prevention of the spread of Covid-19.

friend of mine just flew Singapore airlines today from LA-Sing,(transit only)-PHuket

this is what he said 9 hours ago

Greetings from LAX. Singapore Air would not let me board without a medical certificate. They asked for insurance and I showed them my Thai social security medical card.
I have a medical certificate from a US clinic. $200. Thank you, ‘Murica.

Interesting. The staff really weren’t sure what to do with me. But boarding passes in hand.

Yes, but all that has to do with arrival in Thailand, not about transiting through Singapore.
I know that I'm going on about whether you can transit through Singapore or not, but for the moment, it is the major airline transit centre that is still open (or not) from SEA, so I think it's really important to have the facts right.

If i am reading the above correctly from PR, his friend did transit thru Singapore. The difference was he needed a medical certificate which is specific to Thailand. Does that sound right?
