There is a river on the eastern Kep border that travels through Kampong Trach to the Takeo canal system, which joins the Bassac.
The lower path is a pre-1700 era canal connecting the Ha Tien estuary to the Bassac. This was a common entry point for trade to Longvek in the 1600s, when wet-season flows were too strong in the lower Mekong/Bassac, iirc.

Kep provincial authorities widen road to National Park in Kep city
To promote sustainable tourism, the Kep Provincial Administration has embarked on a project to concrete and widen the existing roads leading and around the Kep National Park so that visitors can easily move around and enjoy the nature and its beauty.
The project is expected to be completed before the upcoming Khmer New Year.
Kep Province governor Som Piseth said that the project, an initiative of the Provincial Administration, is undertaken together with the support of the Ministry of Environment and is scheduled to be completed in time for the tourist influx during the Khmer New Year holidays.
He added the road under construction will stretch for more than six kilometres and a nature tourism centre with a waterfront tent will be set up at the Kep National Park with lightings.
“This project will be completed two months before the Khmer New Year and this will be another achievement for Kep besides the project to expand the 2,700 metre long beach so as to accommodate for visitors,” he said.

I mean, what's the point of having a beautiful National Park if you can't drive around in your car and enjoy "nature and its beauty" with lots of other people driving around and enjoying it with you. Hi make sens to visit Kep this february or are the constructions, beach situation not suggesting to visit Kep at the moment ?

Trucks are not in high numbers as last month, one side of the highway between the white horse and the turnoff to the crab market is undrivable>
last weeks new years was a mess, ( i can't see how Khmers enjoy eating in a area with lots of other khmers all sitting on the sidewalk) but now its only busy on the weekends as usual>
there is NO NEW BEACH< only new land 2.7kms x 90-110 meters
looking at it this morning, i cant see how they will develop it to make it nice without spending multiple millions and millions of $$
Sailing club is open, ( friday, sat, sunday) but as now they are over 100 meters to the sea, its only the restaurant...
from say riverside, takes 3 1/2 -4 hours with a meal stop ... seems to be 45 minutes or so to just get to the airport

It's a mess, Richard has spelled it out clearly with his photos and descriptions. Maybe in a few years time it will look better but all I can see is the destruction of one of the last unspoiled parts of the coast. Hopefully I will be wrong.

the new road replaces a well trodden trail:
seems its a sign of the times, replace a trail ( they did the same thing to the annapurna trek and all the way to Lo Manang) with a road so more can access it easier/faster>
