This doesn't clarify if they are average speed cameras or not but I don't think they can be given the distance and changing speed limits between cameras.

I saw every set flashing every car so I don't think it was a singular malfunction

Bit annoying at 4.30am to have to slow down on an empty road because of these things

They had cops sitting up the road who received the pictures, just like the guys who had the handheld cameras.

Fine was just 70k riel after haggling them down from 25 bucks lmao

i get fined sveral times for speeding near Battambong and near Stung Trey, but that was before the elections in 17 (i think), and usellly it was 40.000 with official paper-work, cops where pretty friednly to me and my girl that time. normally, being a truck-driver all my live, i have a sixt sence for speed-traps, but they were very will hidden, and made nice foto from me, good visible i was behind the wheel. And they stopped me a couple of kms ahead, maybe 6 cops sitting on road-side,and a smoking-hot police-woman who did the paper work and colleceted the money. When i asked she was married, she just smiled and looked over her glasses, answering: Pie tiet !!
