On Google Reviews there are both positive and negative reviews. Old airport rating 3,8 (1900 reviews), new airport rating 3,3 (580 reviews). So in that light, old airport was not much better. New airport was not really ready for launch in October as it didn't have any ATMs, sim card providers or restaurants/cafes open yet, so lot of negative reviews from that time are complaining about those. Now there's ATMs and you can get sim cards too.
The old airport acquired 1900 reviews in how many years?

The new one acquired over 500 in three months.

Who tends to leave a review?
Most of the old airport reviews are from 2018-2019. Well over thousand to be precise.

Edit: here is summary made by AI of the reviews of the old airport:
After a quick search, here's what I found.

The reviews of Siem Reap International Airport, based on the information available, reveal a mix of experiences.

One common issue was with queuing times, especially during periods of high traffic when other flights were arriving simultaneously. This led to long lines at immigration and baggage collection. Additionally, the limited number of security lines open at times contributed to these delays.

The airport's size, being relatively small, was seen as both a positive and a negative. While it reduced confusion and made arrival and departure procedures quick for some, it also meant limited facilities in certain areas, like the domestic terminal, which was noted to have very few amenities before check-in and a cramped airside area.

Overall, the reviews suggest that while Siem Reap International Airport generally provides a good experience, especially in terms of cleanliness and staff efficiency, it faces challenges during peak times with queuing and limited facilities in certain areas.
I think this explain why most reviews are from 2018/19. And why new airport was needed. Even though people on this forum have never needed to queue there

Of course when assessing google reviews one has to take into account the number of reviews that each reviewer has contributed. Every restaurant user knows this well!

This is apparently becoming common at the new Siem Reap airport?

In alternative there is a shuttle bus service. Shuttle buses depart to town at 10:30am, 11:30am, 12:30pm, 15:00pm, 16:30pm, 18:00pm, 20:00pm and cost 8$.

$8 for 45km. 17.7c per KM

Just for some perspective, a bus from Ekkami Bus Terminal in Bangkok to the ferry station for Koh Samat is a distance of 200km and the fare is 200THB, or $5.70. 2.8c per KM

Ekkami to Pattaya is 141km and costs 134THB or $3.83 or 2.7c per KM

Don't think the bus service is doing anyone any favours.

Another concerning thing is it took over an hour at 10pm. How long does this journey take at 8am when lots of people are going into town?

the long distance bus SR to PP is 17$ (giant IBIS) for 318km = 5.4cents per km
the airport shuttle (same bus) is more than 3times overpriced per km
The risk of anything happening (accident) on the route airport-downtown SR is much less than the risk of travelling on the "highway" to PP.

taxi for SR to PP is 75$ = 24cents per km (one way)

In BKK the long distance (several hundred km) taxi`s take 10-11 Baht (31cents) per km (judging from the pricelist hanging from the seat). But usually the driver asks double that per km (you pay the way back too if your destination is not a popular one with the risk of an empty drive back to BKK for the taxi). So that makes 20-22 Baht per km (62 cents).
work is for people who cant find truffles

In your final paragraph you are trying to compare a popular route in Cambodia with an unpopular one in Thailand. Using apples to apples comparison, a private taxi from BKK-Pattaya costs 1200 baht (can be less). The driver is not worried about the return trip, he'll get a customer for that. The distance is 122km, making the cost 9.83 baht per km ($0.28)

It's true that a taxi to an unpopular destination may be a bit more (as it would in Cambodia) but in that case, simply take the bus or rent a car.
