Less Immigration Documents for Travelers to Cambodia

I got one of the customs declaration forms on a flight in last week, and then one like above in the airport. So I don't see what the difference is, other than you used to get one similar to the above on the plane.

Except there were in two halves . They kept half and the other half was stapled in your passport. Now nothing is stapled in your passport.

Most airlines hand them out upon boarding or on the plane.

These new forms have been in use since 1st June 2019...bit of a late announcement

No you didn't...it may look similar but they are actually very different. These new ones came into effect 1st June this year.

They stapled one of those yellow cards in my passport last week, it's folded with both halves.
