Is this the official word or is the reality different? Are any Western tourists in fact coming in?
Your response suggests flights from within the the EU might be coming in.
The term, Eurozone, only refers to countries that use the currency Euro, not to all members of the EU.
So I assume you mean EU.
There are countries, like Russia or Serbia, that are neither in the EU nor the Eurozone. Does the ban still include them?

Here are the rules, which expire tomorrow. I asked on another thread if anyone knew of what is likely to happen and was told they have extended these rules until further notice. However, IATA have no updates on their system.

Without health insurance just flying over in packed airplanes will resume when there is a vaccination. So in about 15 months.
Before that flying will be totally different than before. For example you will have to buy two seats, wear a mask all the time, produce a covid 19 test and maybe go into quarantine once your arrived.

No!...the travel restrictions are still in effect until further notice. (Discussed in numerous threads already)
If you meet the requirements and get a flight to Cambodia then you can attempt to come, NO guarantee you'll be permitted to board the flight, and even if you make it there is NO guarantee Cambodian Immigration will admit you, even with the insurance, neg COVID-19 test, and valid Visa.
Just wait until the restrictions are lifted, or relaxed.

Personally, I'm quite happy to sit it out and for them to keep the borders closed until a vaccine is found, even if that takes 18 months or two years.
WIth official cases so low and there not having been a new case for 18 days now, (it has a 14 day incubation period), it would appear that it's pretty much under control for now, but if Cambodia were to have a severe flare-up in cases now, it almost certainly would be because someone has arrived here from outside the country and has somehow managed to bypass the security measures.
The only way to keep the risk low is to keep the borders closed. I realise that that offers no guarantees but it does massively reduce the risk. While the economy has been hit hard in some sectors, it's not been hit nearly as hard as those countries which have had hard lock-downs. By keeping the borders closed, it would enable the economy to limp through this with minimum loss of life. Opening it up could unleash all sorts of risks that Cambodia can ill afford to take.
I realise that keeping the borders closed causes major upset and all sorts of issues, but I don't think it would be anywhere near the upset a major flare-up in cases would cause the Kingdom.
