The DoI are currently working to amend Immigration Sub-decree 123, looks like they're planning to introduce stricter requirements such as mandatory insurance cover and sufficient funds, let's see how this plays out...

how many farangs living in Cambodia are there cause they cant qualify for thailand?

Thailand has been playing with the mandatory insurance idea for a while now but (as Richard has ably pointed out) it is not really compulsory, and indeed is difficult to do so as the cost for older stayers gets prohibitive. Thailand did the sensible thing and introduced dual pricing for treatment in their (good value and quality) government hospitals. Cambodia doesn't need to address this particular problem!

As for proof of sufficiency of funds in Cambodia, this is (sort of) already in place for under 55s, I guess. Over 55s already have to self-certify a (very low) income on their EoS applications. Proof of income seems to work well in Thailand and is enforced effectively, so I can see Cambodia would be tempted to follow. And implementing this addresses the problem of elderly penniless users of hospital services. Many people would be impacted if the income levels were set similar to Thailand. There are a lot of falang who became barang because of lack of funds and/or work.

OTOH, I think both countries are too optimistic with their tourism income projections and, if they see this pan out, they may want to backpedal on the new requirements as any income will be welcome.
I am in Thailand now and everyone is saying tourist numbers fell off a cliff after Songkran. Even Thai tourists are tapped out, and if they do travel they seek out the bargain places. Few Chinese. Indiand are supposed to be the new bright spot but I haven't seen many, haven't even seen many Russians. Northern hemisphere falang now have cheaper quality options until late October. Oddly, though, BKK is super busy with incoming travellers. I guess they are short stayers and/or the Thais who love to talk about BKK being a massively important regional hub are seeing that being a hub has its downside as well as upside.
