South Korea and Malaysia are there probably because they're sought after by Asian criminal organizations. For a long time the Irish, Canadian and Kiwi passports were sought after by criminal groups and government agencies such as the Mossad. Fairly neutral countries with good international reputations, which made it easier for their agents to travel around. The black market price for Malaysian and Korean passports has probably risen for similar reasons.

This isn't about sought after citizenship... I see it more a list of the black market value of different passport, which is all about neutrality. There are tons of places where having a US passport makes you unwelcome. Passports from more "liberal/unagressive/minding our own business" countries tend to score higher on the sought after lists, though several took a hit when they participated in either the Irak or Afghanistan campaigns. Plus, any EU country passport is worth gold now.
