Both cities are very *OK* for a few days (MAX = 1 week) IF you have some crazy friend who lives there for some reason. Otherwise, neither city has much to offer in terms of attractions or food. As mentioned in previous posts, you can eat some good Indian food at Baba's kitchen in Sai Gon. Provecho in Ha Noi used to be great place for Mexican but I heard the original owner sold it and it went downhill.
All in all, best to quickly head off to somewhere else in VN that is at least more scenic.

Hanoi is much better than Saigon for culture and vibe.
