Deposit on Arrival - Which bank to Choose

Post by Doc67 »

I have noticed a few comments about some banks having different rules of paying the deposit back, second test needed, certificate needed etc.

It might be worth getting a better idea of people's experiences as there are quite a few of us that have gone through the process and it could provide useful information about which bank to choose for new arrivals.

If people could chip in with their experiences it would be helpful in getting a clearer picture of which bank to choose.

There is CAB and Canadia bank that I know of. Are there any more?

I dealt with:

Bank......CAB;

Amount.......Paid in full (less the expected deductions);

Where..........Central market branch (not the head office);

When..........Two days after taking the second test;

2nd Test Certificate.........Without the second test certificate.

ACLEDA

Siem Reap

Needed certificate from 2nd test (and I actually tried to get money back prior as when calling 115 was told to do so, ACLEDA had stapled an outline of the process to the receipt and pointed to that process in refusing to give money back prior to 2nd Test w/certificate) Note that I had to pay cash for the certificate at Siem Reap referral hospital.

Got back proper amount I believe - but no detailed breakdown provided when getting money back. I don't believe they charged me anything for their services but we also have an account with ACLEDA so don't know if that factored in or not.

CAB - no test results/certificate from 2nd test required. Only passport, deposit receipt and hotel invoice required. Received more back than expected according to my calculations which was a bonus.

Canadia

Siem Reap, main street

Amount - 20-30 USD less than expected. No breakdown provided. Told to call central branch in PP. My calculation included 100 USD for 2nd test at Chak Angre which apparently is not for free anymore.

Payment came through late 3rd day or early 4th day after 2nd test. I took the test on Saturday so the weekend might have had an effect. Also the preceding holiday might have left a backlog of accounts to be unlocked by the authorities.

According to bank info, the deposit needs to be unlocked by the government. In other words, the banks do not check if you had a 2nd test. They want the info to make sure that they dont inquire with the government unless they are sure that the test has been done.

A follow up question if I may. When I report to the CAB for my deposit refund how do they know how much to deduct from that amount for my two night hotel stay? I don't recall getting receipt when I left the initial quarantine hotel. Is this information stored centrally? If I need to go back there and get one I will but as I far as I can tell it's just passport, blue slip and last receipt that is required. Is this correct?

The bank will have all of the information from the MoH database, but you should have requested an invoice upon check-out so that you can dispute any discrepancies.

Well my advice to anyone arriving please avoid using CAB bank for your deposit. I have been here since the 1st of the month and followed all the rules but still cannot get my money back. I have visited two different branches of CAB and both had different timeframes on when the cash could be retrieved. The second one even told me next Monday! Anyway I kicked up a fuss but they blamed it on the ministry and I should call 115 the covid hotline... Not really sure what to do yet but I can't really say the system works. The countless story's I have read of people getting there deposit back with no problems has me scratching my head.

People are currently facing this same issue with Canadia and Acleda...it is not the banks fault, it is the MoH causing the delay. Did a passenger on your flight test positive in either their first or 2nd PCR test?
