Yes you can apply for an EOS directly at the DoI Visa Office by yourself for the official fee, however, the supporting documentation requirements are extensive and they are very strict about them. I'll piggy back on this post.
Son was born in Cambodia to my Khmer partner (we call each other husband and wife, but did a religious marriage off of the record.) My son has a US passport. He is getting his Khmer Passport next week.
If we use his Khmer passport, can we skip the American "exit ticket" thing that is only valid for a week? What is the process? Through Khmer customs, I show his Khmer passport then once we board and arrive in America, use his American passport? K1 visa for my partner is already in the process, but my son and I are going to America first to get him enrolled in school there then wait for her to arrive. Does there need to be a notarized letter from my partner (his mother) allowing him to leave the country without her? If so we can do that, I do not want to leave anything to chance. I've been here for almost a decade and know how tricky government officials can be. Last two times I flew back to the US, they would not let her into the airport (her passport was expired at the time, but now she has a new one)
I have a lot of savings and a 401k (that I can borrow from) but I do not want to pay for two plane tickets for my son and I, only for something to happen with us leaving in about 5 months from now and have to delay and spend more money.

FOR ME< i never had a letter from my daughters mom (and we started travelling together from the time she was 3, ( plus we divorced when she was 6) just travelled>
If you want, get mom to write a letter just to cover ur ass in case...

Good luck with the K1 visa as i have been told its a bitch now, Thats what i got for my daughters mom and we married in the states
i'd think it would really help if you were there with her> as i was interviewed separately to make sure our stories matched and that was way back in 96
make sure you have photos going back before ur son was born and references from someone.

She has a degree and is a Khmer teacher. No worries about if she was a bar girl. I'll be present for the first interview but afterwards, it's a different story. We provided 40+ pages of evidence when my son got his citizenship. The main problem is the "exit visa" think with his American passport. I just want to cover my bases. I appreciate your advice Richard, but Cambodia and Thailand might be different creatures.
Edit: We met almost 7 years ago at a school that we both worked at. We already went through the interview for my son's passport without the need for a DNA test.

When checking in, show both passports. At the Cambodian passport control, just show the Cambodian passport. No exit visa required in that case. When traveling further on (you probably have a change of planes somewhere), use the US passport only and forget all about the Cambodian one until you intend to travel back to Cambodia.

1. When checking in for the flight you'll need to show both passports to prove eligibility to exit Cambodia without a Visa and to enter US without a Visa.
2. At Passport Control only show the passport which is relevant
- Exit/Enter Cambodia on Cambodian Passport
- Enter/Exit US (and any other countries where a Visa would be required for KH passport)
Exit Visa or K-type Visa only required if Exiting Cambodia on a foreign passport with no valid Visa/EOS.
Anyone who tells you otherwise hasn't got a clue. It is that simple.

K1 visas are highly scrutinized, especially at the embassy in Phnom Penh. They have been extensively abused in the past. Been a witness to such abuse. The CR1 Visa is safer (but longer) and as long as you meet criteria to support her, most likely guaranteed.
When missus was at her interview that day, all the K1 interviewed were probably rejected. All the CR1 were accepted.
My personal opinion- USCIS has already pre- determined the result by the time your spouse goes for interview. The ease or difficulty of interview just confirms the result.
In her case, the embassy officer rolled his eyes and complained she brought too much documentation with her. It was short and sweet. Similar interview results with an apparently rich Khmer lady who travels the world.

Or will the check in staff take the kid’s US passport, ask where is the exit visa, and then the parent hands the staff the Cambodian passport and say “He can exit on this other passport” and then the staff just says “oooh, cannot.”
I don’t even know if the check in staff look for exit visas at all or if only the immigration officers do.
