I am in the process of arranging transport for 15 people. This will be from Phnom Penh to Kep, visiting Bokor/Kampot/Caves/Beach/Market over 3 days, 4th day returning to Phnom Penh with a stop at the airport on the way. We will either have a van or a minibus, currently bring priced at around $350-400 including the driver.

If anybody wanted to rent a car, I found this https://www.facebook.com/pnhcam/ but can't vouch as I never used them. They rent for $350ish a month but would do weekly.

You might pay $80 from Phnom Penh to Siem Reap by private taxi. You might pay less than $10 by bus, a savings of $70. If you do the same for a return trip, that is a savings of $140. That is a lot of meals for a person with limited financial resources. Normally buses are fairly good.
I thought you were talking about shared taxis and minibuses? Using them you can save $200.
For those new to Cambodia, you can either book a taxi for just yourself, or share the taxi with others. Those wanting to save money, may share a taxi, or catch a bus. The minivans are often a little cheaper than share taxis and buses, but a lot of the drivers don't speak English. Taxis and minivans are often a bit faster than buses.
