Summary of the situation:
January 13, 2021
Crackdown on big motorcycles suspended
The National Police have suspended the crackdown of big motorcycles after complaints that police seized motorcycles already parked at home.

Lieutenant General Sar Thet, Phnom Penh police chief, on Monday issued an order to the police of 14 districts in Phnom Penh to suspend the seizure of motorcycles with loud exhaust pipes. He said the suspension is to avoid harassment of motorcycle owners.

Lt Gen Thet said in the order: “In all districts, stop the seizure of big motorcycles because there are some that do not create loud noises. Confiscating all the big motorcycles is wrong, so please wait for the new order [from General Neth Savoeun, the National Police commissioner general].”

Authorities confiscated 60 large and noisy motorcycles this week after Interior Minister Sar Kheng complained about their noise, but after a wave of online criticism police have temporarily suspended the crackdown.

Kheng complained late last week of being woken up by big motorcycles — “like Harleys, for example” — with modified tailpipes, and asked authorities to take their license plate numbers and track them to their registered addresses.

“If they ride in front of our houses, we are woken up. The prime minister used to complain about this issue,” he said while chairing an inter-ministerial meeting on Friday.
A friend of mine has a very nice slightly customized 400cc dirt bike. He rode past Independence a while back (like a year or so). Some BHQ guys chased him and pulled him up behind the palace. They were pissed off for good reasons which I don't want to get into, but were nice enough and told him not to be so noisy. Sar Kheng's residence is nearby on Norodom so I'd imagine he could easily be disturbed too. I was at a bar last week and some guy in a bar opposite started up their bike. The Vietnam vet friend I was with agreed it sounded like an explosion at first, so maybe that's why people don't like it? 8)

That's a beauty, I wonder if it was ride around the monument at the wrong time, what the police would have said.
Well all my time in riding bikes I have never known about "revbomb", so a new one to myself.
But like this subject I can see and understand about being heard on the road, it is I suppose another defence, and you need all you can get in the city of Phnom Penh. I respect others in the way of noise levels, and I don't want to draw attention too myself by the police, it's usually a pay out, and if I was a gambler 9/10 you will pay for something, but even that said I have an aftermarket exhaust can, but I still keep it quiet has I can by making a baffle. I hope in a way that this just fades away, but on the other hand it takes some incident like this to get the authorities too make guidelines or new laws
If that is the case then it is better in the long run for most motorcyclists because they at least know where they stand, and what they may have to do to comply.

Not long read this, maybe up to date, but not 100% sure. Anyone know more, or is the transaction okay?

I didn't see the 90db, a little squashed up.
So I set up the carb, with the bike running, best I thought to get the tick over on about 800 revs. Also it would not be easy to do anymore with the baffle, I took it out of the center exhaust, extended it and add some exhaust bandage, wrapping it very tight and securing it with metal wire around the drilled baffle tube.

Anyway I can't do any better than this setup. I was thinking that the carbon race temi's on my old ducati put out about 98db on tick over, the open clutch read about 108db, but when you opened up the ducati it was purely a pleasure
