There's a link on smart travelers website about travel restrictions in there you contact them tell them your story and they then give or I presume don't give you the ok.
They then contact the airport your departing from and let them know you can travel.
So to answer you, I'd say some government official

I'm an expat in Thailand, correct. Obviously I hold Western countries to a higher standard than South East Asian la la land kingdoms and military dictatorships. I wouldn't accept an outbound travel ban in my home country, so I simply wondered why that flies in Australia. Funnily enough, Thailand does not ban Thai citizens from traveling abroad. Does any other country, Australia aside?

I hear “police state” often with Australia. Certainly wasn’t like that 25 years ago. It really was the land of the free, and pissed. (Pissed as in drunk)

In AUS the government can do whatever they want on the grounds its "for your own good" I think the outbound travel ban is total bullshit.

Oy! That's gonna make some very unhappy Aussie friends who are waiting to get back to Vietnam. However, kind of moot, I guess, since you effectively cannot enter VN or Cambodia.

Speaking of moot, the Aussie government keeps moving the goalposts for a disease that has no goalposts. SARS-COV2 will be around for quite some time, in my non-virologist's opinion.

I'm as frustrated as the next one but I understand there has to be international border controls implemented to avoid the risk of second, third, fourth....wave infections - sometimes we have got to consider others in the world other than ourselves and stop being so self centered oand selfish.

Having said that, I think Australian citizens should be able to travel abroad on the proviso they're not going to be welcomed back unless very stringent conditions are met such as negative health certificates, 14 day quarantines etc as some other countries allow.

This is the first time in over a decade I don't have a flight confirmation to somewhere sitting in my inbox and I'm pissed off at not even knowing when I might be able to travel again, but to suggest the Australian government is some kind of oppressive dictatorship is ridiculous.

I'm more than prepared to listen to people who have informed views, but when arguments become the same repeated vague conspiracy rhetoric invariably coming from the same voices, it's hard to give much credence to the opinion.

So, if it's not about public health what's it about then? And please offer some evidence to support your belief, as opposed to vague conspiracy nonsense.
