There is no such official, published, policy, never has been. Immigration officers inconsistently apply this unofficial "showing sufficient funds in cash" policy to travellers from South Asia, Middle East, Africa, etc. For years we have been receiving reports in the Visa group from travellers who have been denied check-in or denied entry on arrival because of this, it is nothing new, however this is the first time anything has been reported in the media about it.
If the DoI want to apply such a policy, they should do so officially, and publicise it.

I would trust the Cambodian government's judgment on this. They know the facts. There will be a reason for this. I don't expect the Indian government to complain.
I remember reading some cases of Indian workers being offered building work here by brokers in India. They did not have the correct paperwork and so on arrival, things didn't work out as planned.

That's not what is happening. For these nationals they have to show cash. Carrying a few hundred dollars for emergencies is normal enough, carrying $1000 seems like an unnecessary risk. I cannot find it but wasn't this topic discussed a few years back on CEO? I believe at that time there was also no official published policy but the claim was that Cambodia immigration was requiring, without notice, that some visitors from certain African countries were denied entry unless they could show a large amount of cash. There was a previous case of an African woman reported on CEO. In 2019, a lady from Kenya was asked to show US$2000 cash to get on a flight from Bangkok to Phnom Penh. Average western tourist spending is about $1000 a week for most vacation spots.

“The average cost of a one-week vacation in the U.S. for one person is $1,558. The average cost for a one-week vacation in the U.S. for two people is $3,116. “
Tourist visa is 1 month. Not out of expectations for a western tourist on 1 month tourist visa to bring $1000 to spend.
Probably why the competent authorities don’t bother to check western tourists.

I wonder if Sri Lanka is on that list. Given the financial chaos in Sri Lanka and the very real chance of a complete economic collapse, I wouldn't be surprised if Sri Lankans lost all rights to enter, even on T visas, like the Nigerians.
