That's right, and no $2.50 bus into Siem Reap town. Everything in only one direction from the airport is 12 or 15 dollars, an utter rip-off. Cambodia still has a long way to go.

~28km to Independence Monument. Google maps says about 55mins. 2 hours faffing about in the airport. 45min flight. 30 mins deplaning and getting to the taxi area. 10 minutes wasted trying to haggle. Then an hour getting into SR. That's about 5 hours door to door, which is roughly what a car takes.
Anything above 1 person and the car wins. Car is $120 return, and that's what the airfare will end up being and sod all luggage. Once it's more than 1 person, the plane is a non-starter.
Seriously, who would fly from PP to Sihanoukville? A car is quicker and it's point-to-point in one go. Taxi's to and from airports and the whole airport/flying is a dreary experience.

Looking at the schedules, seems like it's to get the plane back to PNH for a crew swap and/or for the other plane to take over, Could depend on what their plans are for the plane that's not flying up and down the country domestically, maybe it will operate one of the flights to DMK or KUL. They might also be looking at fly-through connections to/from the DMK/KUL flights.

Yes, it's based on distance flown and not a goverment fee. That why I said, almost $20 for government and airport fees & taxes. That is with current roads. There will be new high speed road from HE Boulevard to airport and the new HE Boulevard-Monivong roundabout/flyover is not yet in use, actually the work there is slowing the traffic currently. So in reality the travelling time from new airport to Independence Monument will be around 30-40 minutes. Also good to remember that both new airports have the plans for new rail connections. I wouldn't be surprised if construction works will start already next year. I have heard the planning stage already pretty far.

Speaking of new roads, the road to Koh Kong will be finished about the same time as the new airport is due to open. That will make eastern Thailand an attractive propostion by road, and much more economic than flying if you have a group of 4. And you get carbon footprint points too, if you care about such things. Unlimited baggage too and no worries about check-in demanding a return ticket, or getting held up in traffic and missing your flight, or getting ripped off by the taxi into town. Thai immigration only let you enter by land twice per calendar year however. Although if you have a visa it's unlimited.

The cost is $90 for a Highlander from your home in PP to the border (including tolls) then $5 per person in the minivan to Trat. So for 4 people that's $100, or $25 per person one-way trip to Trat. Maybe change it southeastern Thailand. Trat to Sisaket is quite a trip to make, probably easier straight from Phnom Penh.
