And Cambodia signed this? Obviously no one is enforcing it in Cambodia because young children are exploited all over the country.

According to this report, despite the fact that the govt have ratified all ILO child labour laws, and that children's education in Cambodia is free, there is no minimum school-leaving age, or even compulsory schooling.

Free Public Education Yes Article 31 of the Education Law of 2007 (31)
If so, this one of the few countries in the world where they are not even pretending to educate all children no matter what their background. I'm a bit shocked because I thought that it is, at least (supposedly), compulsory for Cambodian kids to attend primary school.

(Wiki-link is a bit outdated, but gives you some idea about other countries.eg. School-leaving age in Bangladesh is given as 10, Cambodia as 0.)
