There is no doubt that Sihanouk gave approval for the shipping of supplies through Sihanoukville port. The Cambodian army took a certain percentage of the supplies under this deal. It was even called the Sihanouk trail.

Sihanouk came to believe that communist triumph in Southeast Asia was inevitable and that Cambodia's military was incapable of defeating the Democratic Republic of Vietnam (North Vietnam), even with U.S. support. If Cambodia (and his rule) was to survive, he would have to make a bargain with the devil. On 10 April 1965 he broke off diplomatic relations with the U.S. and swung politically to the left.[4] This move was not without reason.[5] To gain foreign support, both economic and political, Sihanouk turned to the People's Republic of China. One of the terms of the agreement between Sihanouk and Premier Zhou Enlai was that Cambodia would allow the use of its eastern border by the North Vietnamese in their effort to reunify the two Vietnams.[6]

Following on the agreement between Sihanouk and the Chinese, an arrangement was also struck between the prince and the North Vietnamese government. In October military supplies were sailed directly from North Vietnam on communist-flagged (especially of the Eastern bloc) ships to the Cambodian port of Sihanoukville, where that nation's neutrality guaranteed their delivery.

So to recap, Cambodia already made a deal with communist China and North Vietnam to ship weapons to Sihanoukville and transport them to Vietnam.

In violation of neutrality.

Instead of just publicly announcing that Cambodia was supporting North Vietnam and mainland China and actively fighting the US, Cambodia kept insisting that it was always neutral.

Knowing that the US would have to respond.

Letting many Cambodians die in the resulting bombing.

And then acting all suprised and innocent.

Besides Nixon and Kissinger must always be war criminals and US is always bad, what part have I missed?

Because America is a nation built on democracy and law. A President must notify Congress in order to wage war. It is the law. China and Cambodia can do as they wish, they are not subject to Americas laws. America is not a dictatorship, we have checks and balances. Your hatred for your own people the Vietnamese is amazing. Your ignorance of the country that gave your family shelter is shocking. Your ethnic slurs are shameful. No, the KR would have remained as next to nothing at all had not North Vietnamese communist troops swept through Cambodia in 1970 (years before the bombing to which you refer) seizing vast tracts of Cambodia and handing the peasants within to their Khmer Rouge allies.
Then Sihanouk made the fatal decision to align with those very forces he had spent years warning his people against --North Vietnam, the Khmer Rouge, and China. His exhortations for a peasant uprising
against an alleged American Imperialism were broadcast to the peasantry over Radio Beijing which came in loud and clear whereas radio signals from Phnom Penh were scratchy.
Indoctrination and Fake News played key roles.
