MANILA, Philippines (AP) — An annoyed Philippine defense chief renewed a demand on Saturday for dozens of Chinese vessels to leave a Manila-claimed reef in the South China Sea, and said he would not be fooled by Chinese assertions that the vessels were taking shelter from bad weather.

The Chinese Embassy shot back at what it called a “perplexing statement” by Defense Secretary Delfin Lorenzana and insisted that the vessels had the right to take shelter in what it said was Chinese territory. “Nobody has the right to make wanton remarks on such activities,” it said.

The unusually hostile public exchange stemmed from the sighting early last month by the Philippine coast guard of more than 200 Chinese vessels, which Lorenzana called “militias,” at the Whitsun Reef. The Philippines filed a diplomatic protest, saying the reef, which it calls Julian Felipe, lies within an internationally recognized offshore zone, where it has the exclusive right to exploit fisheries, oil, gas and other resources.

China ignored Manila’s demand for the Chinese vessels to leave the area, which it calls Niu’e Jiao and claims as Chinese territory. The Chinese Embassy in Manila said the vessels were taking shelter at the reef from rough sea conditions.

“The Chinese ambassador has a lot of explaining to do,” Lorenzana said in a statement Saturday, adding that the latest Philippine military surveillance showed 44 Chinese vessels were still moored at the reef.

“I am no fool. The weather has been good so far, so they have no other reason to stay there. These vessels should be on their way out. You should get out of there,” Lorenzana said Saturday.

The Chinese Embassy responded anew by repeating that the vessels were taking cover in what it called Chinese waters.

“It is completely normal for Chinese fishing vessels to fish in the waters and take shelter near the reef during rough sea conditions,” the embassy said.

“We hope that authorities concerned would make constructive efforts and avoid any unprofessional remarks which may further fan irrational emotions,” the embassy said. It added that “China is committed to safeguarding peace and stability in the waters.”

Whitsun Reef lies in the Spratlys, the most hotly contested region in the South China Sea. The Philippines regards the resource-rich chain of islands, islets and atolls as part of its western province of Palawan. But the offshore region is also claimed entirely or partly by China, Vietnam, Malaysia, Taiwan and Brunei. China has turned seven disputed reefs into missile-protected island bases in recent years, ratcheting up tensions.

The United States has expressed support for the Philippines, its long-time treaty ally, and accused China of using “maritime militia to intimidate, provoke and threaten other nations, which undermines peace and security in the region.” Beijing denied the vessels were part of a maritime militia.

Philippine President Rodrigo Duterte has nurtured friendly ties with Beijing since taking office in 2016 and has been criticized for not immediately demanding Chinese compliance with an international arbitration ruling that invalidated Beijing’s historic claims to virtually the entire South China Sea. China has refused to recognize the 2016 ruling, which it called “a sham,” and continues to defy it.

they should just sink the fishing vessels, who are raping the oceans anyway
in fact someone should do an above-ground nuclear test on one of the islands
and turn the whole area into a human-not-welcome nature reserve like chernobyl

Hey Andy.
The sand mining had pretty well stopped by then.
"Free world" Singapore had what it needed for that particularly big development job.
Environmentally, it was far worse than anything anybody else has yet done in Koh Kong. Rape.

The island developments now?
Nothing definite i can say here now. Getting lots of mixed reports but can't sort or verify them as i am not on the ground.
It has always been a complex swirling mist there. Layers and layers before you get to the real story.
But yeah, i think we will start seeing developments start to play out on the ground pretty soon.
It was a miracle that it has remained an undeveloped anomaly for so long. 'Flocking natural wonderland it is.

Why I quoted so, was not just a stab in the dark! We arrived at the back of the island from journeying the waterways of the mangroves, I didn't realise how tricky the navigation is in the waterways with the movement of silt and sandbanks that can easily have a larger boat grounded. The experienced captain of the vessel tried to head around to the other side of the island, but it was not to be, the sea was too rough to make any safe heading, we returned to the safe haven, and calm waters at the rear of the island. Anchored offshore we settled down for the night. Not alone taking shelter, their was three large fishing boats waiting for the right time to proceed with some safer conditions of their work. Some distance away in deeper waters laid the fully laden sand-dredger, apparently waiting for the time to join the larger ship to unload its haul. I wondered at the time if it was an attempt to get some depth in the waters just down the coastline, to the mainland of one of the newest developments, resort and casino soon to have it's own airstrip, under fire from a concern that it maybe a future military base.
Anyhow the morning arrived and the sea was calm, soon we proceeded to the front of the island, mooring in the bay, snorkelling between the rocks with good depths of reasonable clear water with many fish too view. My conclusion would be, that of immense natural beauty with the unspoiled nature of the environment to still support the oceans life. Something that one can reflect as being that of one of only a pleasure, and of course a lifetime memory, something some of us have been permitted to see in its natural form, of until now an untouched wonder. Let's hope that many places stay that way, or at least with todays progress and change, oversees such has government's and environmental professionals, development companies get a environmental protection, management and correct balance between their projects, to maintain the natural living beauty and surroundings of the countries natural habitats.

ps, Go and have a look if you possibly can. KK island.
You will have to step outside the box a little to get a local boat. (but not that hard if you have even half a clue about going off-roading in Cambodia.
Try to find a way stay for a few days, or sleep on the boat. do good research. (but sorry, i am not a travel agent) Even a day trip is worth the ride down from PP.

NB NB, Real adventures to relatively unspoilt, wild remote natural treasures are still surprisingly accessible for even just weekend adventurers. like us.
Go on, hurry up. You don't want to be kicking yourself later for missing the absolute best gem of the Cambodian coast.

No matter what kind of developments happen there, i reckon it will be take some years before civilisation totally rules.
It is a large wild beast they have to tame. Parts of the island will still be amongst the very nicest places in Cambodia for a while yet.
