Couple of news outlets have identified a rapper, Darrell Brooks Jr aka Mathboi Fly as the driver.
Found this music video from him, and there's a red suv in it as well. Looks like the same vehicle.

No doubt this be followed by the inevitable 'Something much be done / lessons must be learned / why weren't the authorities aware of the danger this man posed etc' but the truth is that anyone can do anything like this at any time of their choosing and there is nothing anyone can do to stop it.
That being said, no offence to our American friends here, but the US does have more than its fair share of psychopaths with these kinds of death wishes.
