I'm sure US foreign aid does a fair bit of good, but it's a little difficult to grasp the US definition of "aid" when you see how much money goes where, and for what.

I really don't know enough about this to give you the full facts, LS. Never forget that all countries expect something in return for their help, even if its not obvious.
This is what the US Department of State says :

U.S.-CAMBODIA RELATIONS
... The United States is working with Cambodia to further develop its democratic institutions and promote respect for human rights. The two countries also are striving to increase trade and address challenges from promoting regional security to expanding global health and development. The United States also supports efforts in Cambodia to reduce the prevalence of HIV/AIDS, improve nutrition for children, eliminate human trafficking and corruption, address environmental degradation, better manage natural resources, foster economic development, achieve the fullest possible accounting for Americans missing from the Indochina conflict in the 1960s and 1970s, and to bring to justice those most responsible for serious violations of international humanitarian law committed under the 1975-79 Khmer Rouge regime.

(Frankly, I am particularly sceptical about the underlined phrases concerning missing Americans and also the US support for international criminal courts .)

Anyway this is what they say about official US aid to Cambodia. It's not much. You can probably find more details on the net if you're interested :

However, even as far back as 2011, aid from China was about 4x as much as US aid.
