Cambodian rice is in the news because of the recent EU decision to impose import taxes. Here's the lowdown on the Cambodian rice export figures from Fresh News today.

Cambodian Rice Exports in January 2019 Decreases 5%

Phnom Penh (FN), Feb. 12 - Cambodia exported nearly 60,000 tons of rice in first month of 2019, a decrease of 5% compared to January 2018, according to a report of Secretariat of One Window Service for Rice Export on Tuesday.

Data from the Secretariat of One Window Service for Rice Export Formality showed that Cambodia exported over 20,000 tonnes to Europe, accounted for 40% of the total export, and nearly 20,000 tons to China.

The EU has begun to impose import taxes on rice of Cambodia and Myanmar, which are exported to 28 EU Member States, for a period of three years from 18 January 2019-2021.

The tax will cost Cambodia 175 euros per ton in the first year, 150 euros the second year, and 125 euros the third year.

In 2018, Cambodia exported nearly 300,000 tons of rice to Europe, an equivalent to 43% of the total export volume of 630,000 ton. Commerce experts claimed that Cambodia is likely to lose $50 million per annum.

Despite loss of duty-free status, Cambodia’s rice exports see 6% increase

(Phnom Penh Post/ANN) — Despite losing its duty-free export status in the EU, the Kingdom’s rice exports saw a six per cent increase in the first quarter of this year compared to the same period last year, according to figures released by the Secretariat of One Window Service for Rice Export Formality.

Industry insiders said the increase is due to a rise in exports to China which offset the dip in EU sales.

The Secretariat’s report showed that rice exports in the first three months of 2019 reached 170,821 tonnes, a six per cent increase on the 161,115 tonnes exported in the same period last year.

Cambodia Rice Federation vice-president Hun Lak attributed the rise to new quotas implemented by the Chinese government that allowed the importing of up to 400,000 tonnes of tariff-free rice from Cambodia.

“The rise of exports is a result of China’s increased quotas, which encourage exporters to focus on the Chinese market,” Lak said.

Prime Minister HE met with Chinese President Xi Jinping during a four-day visit to Beijing in January, saying Xi had agreed to import 400,000 tonnes of rice from Cambodia this year as part of the plan to increase bilateral trade between the two countries to $10 billion by 2023.

Cambodia among top 5 exporters of organic rice to EU

Cambodia was the fifth largest exporter of organic rice to the European Union last year, with local companies confident exports will continue to rise in the coming years.

Key insiders said demand for organic rice in the EU and other key markets like the United States, Australia, and China is soaring as consumers become more environmentally and health-conscious, the Khmer Times reported on Wednesday.

According to figures from the EU shared with the Cambodia Rice Federation, Cambodia exported 8,467 tonnes of organic rice to the bloc last year, representing 3.9% of all EU organic rice imports.

The US was the largest exporter of organic rice to the EU, accounting for almost 70% of the market. It was followed by Pakistan and India, with 10% and 9%, respectively. Thailand came in at number four with 4.9% of the market, or 10,522 tonnes in exports.

Local rice exporters told the Khmer Times that the amount of Cambodian organic rice shipped to the bloc has increased this year.

About 90% of all Cambodian exports of organic rice to the EU last year belonged to Amru Rice Cambodia.

Kann Kunthy, vice president of Amru Rice, on Tuesday said the company has entered contract farming schemes with about 5,000 farmers and this year it aims to export 20,000 tonnes of organic rice to foreign markets, 80% to 90% of which will be sent to the EU.

“We are prioritising the production of organic rice and rice produced under the Sustainable Rice Platform (SRP). These rice varieties make Cambodia more competitive against countries like Thailand, Vietnam, and India,” Kunthy said.

Some 340 tons of Cambodian Milled Rice Exported Daily

Cambodia has exported about 340 tons of milled rice to international markets a day, according to a report from the Ministry of Agriculture, Forestry and Fisheries.

From January to August of 2019, a total of 344,696 tons of milled rice have been exported, up only 0.10 percent compared to the same period last year, it added.

Of the total exported amount, 38.62 percent have been shipped to China, 35.26 percent to the European Union, 12.54 percent to ASEAN nations, and 13.58 percent to other destinations.

China’s rice import quota to be met: CRF
The Cambodia Rice Federation is confident the Kingdom will reach its milled rice export quota in the Chinese market, with the association emboldened by last week’s visit of China’s largest food processor, COFCO.

The Kingdom was unable to meet the quota last year, shipping just 170,000 tonnes out of the 300,000 allowed.

This year, however, things will be different, argued Lun Yeng, CRF secretary-general. Mr Yeng said that a delegation from Chinese firm COFCO arrived in Cambodia last week to “understand the situation” of rice production in Cambodia.

“During the meeting, we talked about the milled rice quota because Cambodia was unable to export all 300,000 tonnes allowed last year,” Mr Yeng said, adding that, “This year, we will increase exports and reach 300,000 tonnes.”

In January last year, Cambodia and China signed an agreement expanding the amount of Cambodian milled rice that Chinese firms can purchase to 300,000 tonnes.

Mr Yeng told Khmer Times that that quota will soon be raised. “After reaching 300,000 tonnes in exports, we will begin working towards the new target for next year: 400,000 tonnes.”

Search on again for Kingdom’s best quality rice
The Cambodia Rice Federation has urged rice millers and exporters to join the National Rice Competition 2019 by submitting samples of their rice.

It said in an announcement on Friday that the best premium fragrant rice will be presented as Cambodia’s entry to the World Best Rice Award Contest scheduled to be held in Manila, the Philippines, from November 10 to 13.

The fourth national rice competition will be held on November 1 and the rice millers and exporters should submit their samples to the CRF no later than October 25, the CRF noted.

It said there are three categories in the competition – premium fragrant rice; fragrant rice; and long grain white rice.

Lun Yeng, CRF secretary general, yesterday said that rice millers and exporters are encouraged to join the contest to find the best quality rice in the country.

Cambodia's rice export to China up 44 pct in 9 months

PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia had exported 157,793 tons of milled rice to China during the first nine months of 2019, up 44 percent over the same period last year, said an official report on Thursday.

China remained the top buyer of Cambodian rice during the January-September period this year, said the report of the Secretariat of One Window Service for Rice Export.

The export to China accounted for 39.6 percent of the country's total rice export, it said.

Meanwhile, the Southeast Asian nation shipped 135,475 tons of rice to the European market, down 30 percent, said the report, adding that the European Union (EU)'s market share for Cambodian rice had declined to 34 percent from 49.7 percent.

Kingdom will export one million tonnes of rice by 2022, says CRF

The Kingdom exported 538,396 tonnes of rice in 2015, 542,144 tonnes in 2016, 635,679 tonnes in 2017 and 626,225 tonnes last year. Hong Menea

The Cambodia Rice Federation (CRF) has committed to raising the Kingdom’s rice exports to one million tonnes by 2022, its president Song Saran said on Wednesday.

The comment was made at the Strategic Plan 2020-2023 Consultation Workshop, which was attended by CRF members, ministry representatives, government agencies and international stakeholders.

In an effort to attain its goal, the CRF will export 35 per cent of its rice to the Chinese market, 30 per cent each to Europe and Asean countries, and five per cent to other markets said, Saran.

Of that, luxury fragrant rice will account for 30 per cent of its exports, regular fragrant rice 40 per cent and regular rice 30 per cent, he said.

“To meet export demand, we have a special interest rate credit package of $200 million to purchase rice during the harvest season,” he said, adding that the available funds can buy around 500,000 tonnes of paddy – particularly jasmine varieties – during the season.

A CRF report says the Kingdom exported 398,586 tonnes of rice in the first nine months of this year, up 2.3 per cent from the same period last year, or 389,264 tonnes.

Rice shipments to China stood at 157,793 tonnes during the period. This was up more than 44 per cent year-on-year. But exports to Europe fell to 135,471 tonnes, or down nearly 30 per cent.

Phnom Penh (VNA) – Cambodian Prime Minister HE has defended his stance on letting the free market determine prices of rice, saying that appeal for the government’s intervention in rice prices is unreasonable.

HE said the country has a free market economic system and the private sector has the right to determine prices of goods, adding that the government could only appeal to people to set an affordable price.

President of the Coalition of Cambodian Farmers Community Theng Savoeun said farmers want the government to set a fixed price for rice so as to sustain their lives.

He suggested that the government should consider providing low-interest loans for farmers, build the needed infrastructure, and offer technical assistance to improve rice quality and find markets.

Cambodia is harvesting over 2 million ha of rice out of the total 2.7 million ha this year, with an output of over 3 tonnes per ha. The country plans to ship 600,000 tonnes of rice and over 2 million tonnes of unhusked rice to Vietnam.
