Personal experience. Maybe not now but 2016 yes - if you went to a uni you could pay some cash and get a job. Obviously if you did ok you’d still get that job but don’t expect to be a manager unless you pay.

For the government jobs, confirmed.

For the private sector I can't confirm it but I have examples from loads of cases where people were employed without money asked.

So the picture of the Cambodian private sector commonly asking for money to be employed is not correct IMHO.
The reason people "buy" a job is simply because the job will enable them to make extra money from the position.

Debates on nepotism and bribes for jobs aside, is this a protest about a ban on killing goats, or a protest about having rules and procedures imposed, or maybe existing ones enforced?

Wholesale slaughter, commercially for food is a fact of life in most nations that eat meat. If in Cambodia it’s ok to slaughter cattle, pigs and chickens, why would it be forbidden for goats?
Or has a single community (or political agenda) that wants to operate contrary to everything else, twisted the facts into a headline that somehow demonstrates bias and prejudice? ie. they don’t like being told what to do after a long time of getting away with not following the rules.

3 or 4 years back, local officials and police called in on the villagers here who were involved in the unregulated raising of pigs in their backyards, telling them that the practice would have to be stopped (the pigs were slaughtered, butchered and sold on site)
Nothing ever came of it, I suspect the same may be the case with this goat issue.

As JB rightly points out the dispute is not about slaughtering goats per se, it is about slaughtering goats for commercial sale:
