Back on the topic of Thai Travel Restrictions.
It seems that Thailand is not accepting medical certificates for covid-19 issued in Cambodia, so it will not be possible for non-Thais to fly from Cambodia to Thailand or to transit through Bangkok.

The next question is will Thai Airlines fully refund all tickets, there is no information regarding this on their website or indeed any information about the new transit restrictions.

fyi;

Bangkok's new airport handled 63 million passengers in 2018. Divided by 365 that's 172'000 a day.
Yesterday, the day after the new entry rules came into effect there were less than 4'000 arrivals.

THAILAND: People must stay home and not socialise, or Thailand will become like Italy with coronavirus patients overwhelming health resources and medical personnel having to decide which patients to treat, or not, the dean of the faculty of medicine Siriraj Hospital, Mahidol University, warned today (Mar 23).

The number of COVID-19 cases in Thailand was rising by 33% daily. At this rate, the number of infections would reach about 350,000 and deaths total about 7,000 by April 15, Dr Prasit said.

The number of critically ill people would by then be about 17,000 - and that would exceed the country’s medical resources.

The Thai authorities will allow its citizens to board a plane to Bangkok from Phnom Penh without a covid19 test but will not allow a foreigner to do the same in transit, it dosn't make sense. But then again when did many governmental decisions worldwide make sense

They will allow it, but you need to show proof of health insurance and a health check. From what I've been reading the health check might be difficult or impossible to get here. I'm not sure of the other choices to get to Europe. I believe the gulf states have put in huge restrictions. Maybe via Hong Kong or Taiwan? :?

Sure is. You'd probably know better than any other poster here, is it possible for foreigners to get Thai citizenship outside of extraordinary circumstances?
