There are nearly 70 million people living in Thailand. There are nearly 30 million visitors to Thailand each year. The reason that stuff like this happens in Thailand more frequently than in the Kingdom of Wonder is simple probability. There's a much higher chance of it happening and many more people to carry it out and to catch it. What is amazing is that it doesn't happen more often.

You get drunken post-pub brawls everywhere in the world; though admittedly punching granny in the face would normally be considered poor form. You get murders everywhere in the world. Muggings and theft too.

Throw 30 million people at 70 million - you're going to get all of those things. It doesn't mean that Thailand is grossly unsafe - the majority of the 30 million come and go home without incident. The fact that incidents here are newsworthy - suggests that they aren't that common; if they were Thai media would quickly lose interest (as would international media) "another day, another beating" *shrug*
