Drunken Driving Scot severs legs of garbage collector

Nationality imparts a little bit more information. The nationality is relevant to others who may be of that nationality. So if a Scot reads the headline, he may be more interested in seeing who it is. May even know the guy. I would definitely read a story in an expat/tourist/holiday locality if Canadian is in the headline, no matter what.
