Beggars will need licenses under a new begging law

The law also introduces penalties against people who force, intimidate or encourage others to beg for their benefits.
I heard it was the police chief's wife that was running the kids on 51. So, not sure how that will improve things. I guess she will just give him a blowjob and he will sign on the polka-dotted line.
