Well I would say that irrelevantly of the nationality gamer are more or less the same, especially if speaking of hard core gamer.
3D is a huge improvement over 2D for player of every country where the device has been used.
True I did not saw Cambodian (but only Japanese and Korean), true I did not see video in a game center but only home made.
I will nonetheless venture a wild assumption that they will like it.
I will on those shaky premises venture a second hypothesis that the fact that the OP game center will be the first one to have 3D gaming will not hurt his business.
Worst case scenario the Rift stay on a shelf and the OP just plug a standard monitor on the rift PC. This is of course a science fiction scenario

Oculus Rift is neat... but I imagine that's about the end of it at this point. Especially on cost/benefit.
For the price of one of those you could set up some really nice TV based systems that give a strong feeling of full immersion as well (private gaming rooms where almost a whole wall is the TV, with surround sound/etc) and which would have a much wider game library available.

The most expensive part it that you need a powerful computer to use with the rift, but not that expensive considering that the OP will have to buy gaming computer anyways.
The rift does three thing that a big TV will not do :
have a bigger field of view occupy (it can simulate a movie theater experience)
Creat REAL 3D experience.
Tracking the head movement which for racing , FPS and space game is a rather unique experience.

$350? I've only seen them for $600-700. And that doesn't include shipping to Cambodia or what the import tax on them will be once they get there.
3D in games has been a disappointment to me, personally. I play a lot of FPS and it's disorienting at best. Pretty for about 10 minutes, then I'm over it and want to be able to aim again. As for gaming computers... I was thinking of this from a console angle... which makes a gaming computer a pretty expensive investment.
Steambox + TV, PS4 + TV (get people in there hooked on GTA5... the load times alone will make you wealthy), etc.
Computer games suck (personal opinion). Too much expense for console quality (or higher, which IS possible but way expensive) and too much shit that can go wrong, especially when letting the Khmer general public access them. Virus central while consoles don't have that risk.

What I know is that with the DK2 there is a huge improvement in the gaming experience.
Not a lot of game yet but the one available are clearly better in 3D.
Seems that's the consumer version will be a big leap forward but I am afraid you will need a monstrous computer to run it.

Segway never had a base of core user the way the rift has. And this despite the fact that only a development kit is available, that you need to do adjustment to ensure every game of which there is precious little to start with, no controler really suited for the device or even software.
