Perhaps go with a different service. Routing your local connection through an out of country server is going to yield poor results, as indicated by the high ping rates shown in your example. Test to see if the slow down is time consistent. Could be a large load on the your current service during peak times of the day. Or it could be the service throttling; maybe due to a lower cost account subscribed to. Or a shared WiFi.
